The regular quarterly meeting of the Police and Fire Commission of
the City of Muskego was held on Thursday, January 19, 1995, in the
conference room of the Muskego Police Department. The meeting was
called to order at 7:32PM by President Kreuser.
Commissioners Robert Kreuser, James Haag, Richard Horn, William
Present were
Martin, and Blenda Treba; and Chief Johnson.

It was noted that the meeting agenda was posted and submitted to
Com. Horn made the motion to approve the minutes of the October 19,
1994 meeting as printed. Seconded by Com. Treba. Motion carried
unanimously.
Chief Johnson reported the following:

The 1995 Budget was approved with very minor changes. The
Council approved the hiring of two officers in April. The
money for these positions has been placed in the contingency
fund as he has applied for two officers under the Federal COPS
FAST Program. That Grant would award us $15,000 for each
officer over a three year period. The Grant recipients will
be notified in February. If we don't receive the Grant, the
monies will be transferred from the contingency fund.
The D.A.R.E. program will be funded by the County this year at
$40 per student enrolled in the program. A drug survey is
conducted every three years by the schools and the next one
will include the students that were enrolled in our first
D.A.R.E. program.
The Governor supposedly is opening a window in the State
Retirement Plan. There is a possibility that two of our
officers will be taking advantage of that window and retiring
from the Department.
The Chief is looking at reorganizing the structure of the
Department as he feels this would be the proper time to do so
if the two officers retire.
OLD BUSINESS: There was none.
NEW BUSINESS:
The report on the recruitment process was reviewed. Chief Johnson
reported that commencing in 1996 an Associate Degree in Police
Science will include certification of police officers.
Certification will also be included in a Bachelor's Degree in
Criminal Justice.

Com. Haag moved that the 19 applicants with the highest written
scores be invited for oral interviews with the understanding that
notifications can automatically go further down to written scores
of 132. Seconded by Com. Treba. A discussion was held on this
motion. Com. Haag withdrew his motion and Com. Treba withdrew her
second of the motion.
Com. Haag made a motion that using the written test scores of
parameter of a descending score category, a minimum of 15
applicants with 141 as the highest and taking all applicants in one
applicants should be invited for the first initial oral interviews.
Seconded by Com. Treba. Motion carried unanimously.
The oral interviews are scheduled for Friday, February 24, 1995,
and Saturday morning, February 25, 1995, starting at 9:OOAM. The
Commissioners should meet at 8:30AM.
Com. Horn moved to adjourn to the oral interviews at 8:30AM on
Thursday, April 29. Seconded by Com. Martin. Motion carried
Friday, February 24, and to the regular meeting at 7:30PM on
unanimously. The meeting adjourned at 8:42PM.
