pfcm19940421POLICE AND FIRE COMMISSION OF THE CITY OF MUSKEGO The regular quarterly meeting of the Police and Fire Commission of the City of Muskego was held on Thursday, April 21, 1994, in the called to order at 7:31PM by President Kreuser. conference room of the Muskego Police Department. The meeting was Present were Commissioners Robert Kreuser, James Haag, Richard Horn, William Martin, and Blenda Treba; and Chief Johnson. Com. Haag made a motion that the agenda be approved as published. Seconded by Com. Treba. Motion carried unanimously. Com. Haag moved that the minutes of the January 20, 1994 meeting be approved as published. Seconded by Com. Horn. Motion carried unanimously. A citizen, Mrs. Marjorie Backhaus, appeared at the meeting and was introduced. She had submitted a written complaint against a Muskego police officer to President Kreuser in March 1994. He had responded to her via letter of March 30 advising her that he must receive written notice from her by April 11 if she wished to be placed on the agenda for the Commission meeting of April 21. President Kreuser advised Mrs. Backhaus that he also called her home on April 11 and 15 and left a message on her answering wished to be on the April 21 agenda so'since she was not put on the agenda she can not speak at this meeting. Mrs. Backhaus stated she had not received the letter or the phone calls (the messages were left at her son's home in error). After a discussion the Commission decided to call a Special Preliminary Meeting on Thursday, May 12, 1994, at 7:30PM to allow Mrs. Backhaus to present her complaint. She should be placed on the agenda as "a citizen's complaint from Mrs. Marjorie Backhaus" with a copy being sent to Mrs. Backhaus by certified mail. She was also advised that she could bring anyone to the meeting that she wanted to. President Kreuser and Chief Johnson reported on the seminar they attended on April 5 re discipline of police and the "just cause" law. Chief Johnson reported the following: 1. D.A.R.E. graduation will be held the end of May. The Commissioners were invited to attend. St. Leonard's School is also interested in participating in the D.A.R.E. program. We received the grant on this program for the second year and will again file for it for the third year. 0 machine, but had received no further information from her that she April 21, 1994 Page 2 2. The remodeling of the Dispatch area of the station is under way. The radio console parts are being shipped at this time and will be installed soon. OLD BUSINESS: It was decided to wait until fall or the end of the year to institute a new eligibility list. NEW BUSINESS: The procedures for filing a citizen's complaint were discussed. Com. Horn made a motion to adjourn the meeting until the Special Preliminary Meeting on May 12 and the regular meeting on July 21 at 7:30PM. The meeting adjourned at 8:37PM.
