The regular quarterly meeting of the Police and Fire Commission of
the City of Muskego was held on Thursday, JanuarV 9, 1992. in the
conference room of the Muskego Police Department. The meeting was
called to order at 7: 30PM by President Kreuser.
Commissioners Robert Kreuser, Richard Horn, James Haag, Blenda Treba
Present were
and William Martin; and Chief Johnson.
Commissioner William Martin was introduced as the person appointed
by the Mayor and approved by the Common Council to fill the vacancy
caused by Lev DeBack's resignation.
Commissioner Haag moved that the agenda be approved as mailed.
Seconded by Commissioner Horn. Motion carried unanimously.
Commissioner Treba moved that the minutes of the October 10, 1991
meeting be corrected by removing any mention of disciplinary action
taken against an officer and that in the future the Commissioners
receive notification of any such discipline by letter and not to
include it in any meeting minutes. Seconded by Commissioner Haag.
Motion carried unanimously.

Chief Johnson reported the following:
1. The 1992 Budget has been finalized and the hiring of an
additional officer as of March 1 was approved. The unanimous
approval from the Commission for the hiring of Robert Kuspa was
clerical positions were combined into one full-time clerical
attained by phone to the Commissioners. Two part-time civilian
position and filled by one of the part-time employees.
2. The Police Bill of Rights was passed by the Assembly the latter
part of 1991. The Senate still must vote on it. He requested
the Commission send another letter to the Senate opposing it.
3. He reported on the problems in the schools and with the gangs.
A motion was made by Commissioner Haag authorizing the Chief to send
another letter to the Senate similar to the original one sent in
Rights. Seconded by Commissioner Treba. Motion carried unan-

OLD BUSINESS: There was none.

NEW BUSINESS:
Commissioner Treba nominated Commissioner Horn to fill th
President/Secretary position caused by Lev Deback's resignatil
Commissioner Haag moved that nominations be closed, the rules
as the Vice President/Secretary of the Commission. Seconded by

Changing the meeting date of the Commission to the third Thursday of
until the April meeting as that date would be Maundy Thursday this
the month was discussed but it was decided to delay that decision
April.
President Kreuser requested that copies of the Police Association's
1991 contract and the 1992 settlement be sent to all Commissioners.
Comissioner Treba moved that the meeting be adjourned to Thursday,
April 9, 1992 at 7:30PM. Seconded by Commissioner Horn. Motion
carried unanimously. The meeting adjourned at 8:21PM.
