The regular quarterly meeting of the Police and Fire Commission of
the City of Muskego was held on Thursday, April 11, 1991, in the
conference room of the Muskego Police Department. The meeting was
called to order at 7: 35PM by President Kreuser. Present were
Commissioners Robert Kreuser, Richard Horn and Blenda Treba and
Chief Johnson. Commissioners DeBack and Haag were absent.

Commissioner Horn moved that the minutes of the January 10, 1991

Chief Johnson reported that Sgt. David Warhanek is appealing his
disability status, however, effective April 1, 1991 he has resigned
from the department as he is no longer able to perform his duties as
a police officer. He will remain on the payroll until approximately
July 15 using his vacation and sick time. Steven Kukowski was
was promoted to Sergeant. Effective May 1, 1991, Thomas Schilling
promoted to Acting Sergeant effective February 15 and on April 1 he

was necessary to call a Special Meeting of the Commission for
the approval of a new officer prior to his actually being
hired.

Commissioner Treba made the motion that when the-CMef of Police has

4. Chief Johnson discussed the Police Officers' Bill of Rights
which is presently being proposed by the State Legislature.
Under it police officers could appeal discipline to arbitration
instead of to the Police and Fire Commission as it stands now.
This would remove disciplinary control from communities and
place it in the hands of arbitrators. Chief Johnson will
compose a letter highlighting the objections to this
legislature and send it to the Commissioners.
5. Commissioner Horn cast a unanimous ballot that the present
officers of the Commission, namely Robert Kreuser, President,
and Lev DeBack, Vice President/Secretary, be retained for
another term of office. Seconded by Commissioner Treba.
Motion carried unanimously.
Commissioner Horn moved that the meeting be adjourned until July 11,
1991 at 7:30PM. Seconded by Commissioner Treba. Motion carried
unanimously. The meeting adjourned at 8:38PM.
