Muskego was held on Thursday, January 11, 1990, in the Muskego Room of Muskego
The regular quarterly meeting of the Police and Fire Commission of the City of
City Hall. The meeting was called to order at 7:17PM by President Kreuser.
Present were Commissioners Robert Kreuser, Lev DeBack, Richard Horn, and
Blenda Treba; and Chief Johnson. Commissioner Haag was absent.
Commissioner Horn moved that the minutes of the October 12, 1989 meeting be
approved as published. Seconded by Commissioner Treba. Motion carried
unanimously.
Chief Johnson stated there was nothing to report from the department.
OLD BUSINES~S There was none.
NEW BUSINESS: Chief Johnson reports that the City Attorney states the Police
and Fire Commission must approve the hiring of an individual as a police
officer prior to the actual hiring.
After reporting on Michael T. Rakers' qualifications for police officer, Chief
Johnson requested that the Commission approve his hiring effective January 15,
1990.

Correspondence: President Kreuser reports receiving information on a Police
Commissioners Kreuser and Horn were interested in attending. The City will
pay the $45 individual registration fee and expenses for those attending the
seminar.
Commissioner DeBack moved that the meeting be adjourned to April 19, 1990 at
7:30PM. Seconded by Commissioner Horn. Motion carried unanimously. The
business meeting adjourned at 7.32PM.
Chief Steingraber of the Menomonee Falls Police Department spoke on their
hiring procedures. The New Berlin Police and Fire Commission had been invited
to attend this presentation and two of their Commissioners and New Berlin
Police Chief Michael Hanrahan were present.

Backpround

suggest legislation to allov villages to contract for fire protection
services.
Under sec. 61.65, Seats, villages vith a population of 5,500 OK more must

Recomendation
I; seems a good idea to authorize the established practice of having villages
of 5,500 or more meet the requirement of providing for fire protection by
means of an agreement with a ch. 213 fire company. Probably the best way to
do this is to use the language from the analogous statute covering towns and
authorize contracting with any person OK utilizing a ch. 213 fire company.
The committae should also decide whether the sratutorj requirement of
providing for fire protection should be extended to villages with populations
under 5,500.
The committee may also wish to discuss whether the law should be changed so
that small tiries would not have to have their own (or joint) fire
of a ch. 213 fire company. If this course is followe'd, the authorization
departnents, but would be authorized to provide protection by contract or use

are required to have police and fire commissions.
