October 13, 1988
The regular quarterly meeting of the Police and Fire Commission of the City of
Muskego was held on Thursday, October 13, 1988, in the conference room of the
Police Department. The meeting was called to order at ?:3?pM by Vice
Commissioners Robert Kreuser, James Haag, Richard Horn and Blenda Treba; and
Presidentjsecretary Kreuser in the absence of President Purdy. Present were
Chief Johnson.
Commissioner Horn moved that the minutes of the July 14, 1988 meeting be
approved as submitted. Seconded by Commissioner Haag. Motion carried
unanimously.
Chief Johnson gave an update on the Paul murder case and the case of missing
Patrick Kennedy. He also reported that the Waukesha CODE group is doing well
in the Muskego area, but that the alcohol problem seems to be on the increase
at the High School. Chief Johnson has been appointed to the State Committee
on Drug Abuse.
OLD BUSINESS: Chief Johnson reported that all officers have now passed their
at this time the Council has tentatively agreed on the hiring of one man, but
probation period. In the 1989 budget he requested two additional officers and
the budget has not been approved.
Commissioner Horn moved that the the status of the eligibility list be
reviewed at the January 1989 meeting. Seconded by Commissioner Haag. Motion
carried unanimously.
NEW BUSINESS: Chief Johnson explained that in the 1989 Police Budget, figures
for personnel salaries and benefits are included, however, they are controlled
by the Common Council. Some increases reflected under his responsibilities
are:
2. Sending of Lt. Daley to the FBI National Academy in Wantico, Virginia in
1. Request for 2 additional officers including their uniforms and equipment;

3. Changing of officers' duty guns to 9mm semi-automatics which, even though
our department is the only one in the Metro area requiring the officers
and ammunition;
to purchase their own guns, necessitates changing holsters, magazines,

'he Chief explained the Staffing Report and the 5 year Capital Budget Plan
which includes the E-911 telephone equipment in 1990 as it is estimated that
the system will be operative in the spring of 1990.
The Commissioners requested that the Chief obtain a legal opinion from the
City Attorney on the proper procedure for hiring of officers. Is it necessary
for the Commission to approve each officer after he is hired by the Chief or
is the Commission's approval automatically granted when they submit a
certified eligibility list of applicants to the Chief?
The next meeting of the Commission is scheduled for Thursday, January 12,
1989. at 7:30PM.
Commissioner Haag moved that the meeting be adjourned until January 12, 1989;
seconded by Commissioner Treba. Motion carried unanimously. The meeting
adjourned at 8:32pM.
