pfcm19861002POLICE AND FIRE COMMISSION OF THE CITY OF MUSKEGO October 2, 1986 A meeting of the Police and Fire Commission of the City of Muskego was held on Thursday, October 2, 1986, in the conference room of the Police Department. The meeting was called to order at 8:06PM by President Purdy. Present were President Purdy, James Haag, Richard Horn, Blenda Treba and Chief Johnson. Robert Kreuser was absent. President Purdy stated that since Chief Johnson requested that a Commis- sion meeting be called and it is so close to the regular scheduled October quarterly meeting, the meeting tonight will combine the two. Commissioner Horn moved to approve the minutes of the July 17, 1986 meeting as printed. Seconded by Commissioner Haag. Motion carried unan- imous ly . Chief Johnson gave the following report: 1. The 1987 Police Budget has been prepared, copies of which were sent the Couonon Council. In reply to President Purdy's question about the to the Commissioners, and is now in the process of being approved by huge increase this year, Chief Johnson replied that personnel fringe benefits have been allocated to each department's budget this year whereas in prior years these benefits were in one administrative account. This breakdown gives a more complete picture of the ex- penses by department. The police budget minus personnel expenses shows an overall increase of 4% including a $5,000 computer mainten- ance agreement. Without that agreement there is a 1% increase. 2. Crime data for 1985 has been published with Muskego rating as the safest city for its size in the Metropolitan Area. The Chief stated he has given a press release on same. Commissioner Haag requested a copy of this release. 3. Another officer from our department is now working with CODE (Cooper- ative Drug Enforcement Group of Waukesha County). Chief Johnson accompanied other administrative personnel from CODE to Winnebago County to present information on CODE as they were interested in initiating a similar program. 4. Michael Hibben resigned for personal reasons effective September 18, 1986 so a police officer's position is vacant. 5. Officer Sturnot has been disciplined for violation of departmental rules. Minutes of Muskego Police 6 Fire Commission Meeting October 2, 1986 Page 2 OLD BUSINESS: Eligibility List: Chief Johnson reported that there are two people left on the eligibility list but he questions both of their backgrounds. Stephen Markley, a former Muskego police officer, has contacted the Chief stating he is interested in being rehired. After a discussion on same, all commissioners agreed that Markley would have to compete with the other applicants. Commissioner Haag moved to terminate the present eligibility list and establish a new one. Seconded by Commissioner Horn. Motion carried unan- imous ly . an eligibility list as were followed in 1985. Seconded by Commissioner Horn. Motion carried unanimously. Commissioner Treba moved to follow the same procedures for establishing Commissioner Haag moved that the same newspaper advertisement should be used as in 1985 but excluding the part reference the certified officer but retaining that only the first 100 applications would be accepted. Seconded by Commissioner Horn. Motion carried unanimously. The advertisement should run in the Milwaukee Journal on Sunday, October 5 and 12 and in the Muskego Sun on October 9 and 16. Commissioner Treba moved that the meeting be adjourned. Seconded by Commmissioner Haag. Motion carried unanimously. The meeting adjourned at 9:23PM. Oral Board consisted of Commissioners Haag, Kreuser and Treba and Lt. Daley 1 No show for interviews (was hired by another dept. but did not notify us of same) Eligibility List: 10 candidates were placed on this list by the Oral Board. The top 2 candidates were hired on January 19, 1987.
