The regular quarterly meeting of the Police and Fire Commission of
the City of Muskego was held on Thursday, January 17, 1985, in the
conference room of the Police Department. The meeting was called to
order at 7:35PM by President Swarthout. Present were President
Swarthout, Walter Bohrer, Richard Horn, Kenneth Purdy and Chief Scholz.
Robert Kreuser came later.
The following citizens were present: Attorney Gerald R. Turner and
Attorney John Schiro of Milwaukee; Marjorie D. Backhaus of Muskego; and
Claire Beglinger, a reporter from the Waukesha Freeman.
Mr. Horn moved that since all the Commissioners had read the min-
utes of the October 18, 1984 meeting prior to tonight's meeting, the
minutes be approved as written. Seconded by Mr. Bohrer. Motion carried
unanimously.
NEW BUSINESS :
Chief Scholz reported that there are six applicants remaining on
the eligibility list. Some of them have been hired by other departments
and are presently attending recruit school.
Chief Scholz reported that Gary Mrotek, who is a certified police
officer, was hired on November 26, 1984 to replace Officer Gumowski.
Lt. Zabel retired on January 3, 1985. John LaTour and John Walejewski
were hired on January 14, 1985 to replace Officer Putt and Lt. Zabel.
LaTour and Walejewski are presently enrolled in Recruit School at
W.C.T.I.
The following department changes were made due to Lt. Zabel's

retirement. Sgt. Gifford was promoted to Lieutenant, the Services
Division Commander, and Paul Geiszler was promoted to Sergeant. Sgt.
Meeks is now the Day Sergeant, Sgt. Daley commands the Early Shift, Sgt.
Manske is in charge of the Relief Shift, and Sgt. Geiszler heads the
Late Shift.
Mr. Horn moved that the above listed appointments and promotions be
approved by the Commission. Seconded by Mr. bhrer. Motion carried
unanimously.
Chief Scholz reported that 1984 was a very successful year for the
Muskego Police Department. Its clearance rate was 63%, there was a 26%
decrease in burglaries and a 23% decrease in thefts under $50.
Attorney Gerald Turner and Attorney John Schiro appeared before the
Commission on behalf of their client, John Seybold. President Swarthout
advised them that this meeting was not a formal hearing but the Commis-
sion would listen to their complaint. Attorney Turner stated they are
working with City Attorney Macy and hope to have their complaint resolv-
ed shortly. If it is not resolved, Attorney Turner was advised to send
a letter to the Commission to be placed on the agenda for the April
meeting.
Marjorie Backhaus also appeared before the Commission with a com-
plaint on the handling of a situation by Officers Neubauer and Hibben in
August 1984. The incident occurred in front of her home and involved
her son who was stopped while driving a semi and was pulled out of the
semi by the officers. This was witnessed by her 6 year old grandson and
herself. This child was given the wrong impression of police officers

from the officers' actions which were totally uncalled tor. Mrs.
Backhaus stated she has been involved in and witnessed several other
incidents in which she thought Muskego police officers overreacted and
were inconsiderate and very rude to citizens. President Swarthout
advised Mrs. Backhaus that the matter will be investigated and Mrs.
Backhaus will be advised by letter. Chief Scholz will generate a report
on this incident which appears, from checking police records, to have
occurred on September 16, 1984. He will send it to the Commissioners by
January 25. If necessary a special meeting of the Commission will be
called to handle the complaint.
President Swarthout reports receiving complaints reference police
officers parking outside of taverns especially at closing time. Chief
Scholz explained it.
President Swarthout also questioned snowmobile enforcement espe-
cially in regards to their registration. Advised by Chief Scholz.
The next meeting is scheduled for the fourth Thursday in April,
April 25, at 8:OOR-t.
Mr. Horn moved that the meeting be adjourned. Seconded by Mr.
Bohrer. Motion carried unanimously.
The meeting adjourned at 9:08PM.
