The regular quarterly meeting of the Police and Fire Commission of
the City of Muskego was held on Tuesday, April 17, 1984, in the conference
room of the Police Department. The meeting was called to order at 8:OOPM
by President Swarthout. Present were President Swarthout, Walter Bohrer,
Richard Horn, Robert Kreuser, and Chief Scholz. Secretary Young was
absent.
The minutes of the January 19, 1984 meeting were read. Mr. Horn
moved that the minutes be approved as read. Seconded by Mr. Bohrer.
Motion carried unanimously.
OLD BUSINESS :
Chief Scholz reported the following:
1. The first arbitration hearing was held on Eric Pedersen's griev-
ance. The City denied the settlement offer that Eric had
requested. Presently we are waiting for the second date of arbi-
tration to be scheduled.
2. Officer Michael Hibben was suspended for two days for a violation
of rules and regulations. It is unknown if he is going to fight
the charge.
3. The Communication Center still is not completed. A balance of
$16,000 has been withheld pending acceptance of the equipment.
Eligibility list:
Chief Scholz reported that Officer Kenny Putt has been off duty since
November 21 due to a back injury sustained on duty. His doctor states
that Putt will be off until further notice. He can be off a year under
workmen's compensation.

With the manpower shortage created by Putt's injury and the vacation
season coming up, a request for the hiring of another police officer was
submitted to the Common Council. The Common Council granted this request
with the stipulation that when Officer Putt returns to work, the new offi-
cer would be terminated. Since officers presently employed by other
departments are reluctant to accept the position under those conditions, a
request is being submitted to the Finance Committee for reconsideration.
Chief Scholz asked that the present eligibility list be retained until the
next meeting so that the Common Council can act on the request.
Mr. Horn moved that the eligibility list be tabled until the next
meeting to ascertain the City's decision. Seconded by Mr. Bohrer. Motion
carried unanimously.
NEW BUSINESS :
Mr. Kreuser moved that the present officers continue in office for
another year. Seconded by Mr. Horn. Motion carried unanimously.
Mr. Kreuser moved to have the rules suspended and that the secretary
cast a unanimous ballot for the election of officers. Seconded by Mr.
Horn. Motion carried unanimously.
President Swarthout requested information on Muskego's curfew ordi-
nance which Chief Scholz supplied. It was decided that the Chief should
make a press release on same.
The Commission also requested that the Chief make a press release on
the riding of bicycles.
President Swarthout inquired if there were any complaints against the
department. Chief Scholz reported that the subjects involved in the Park-
land Mall complaint were advised on the findings of the police investiga-

tion and the steps to take if they wished to pursue the matter further.
There is no time frame on disciplining of personnel by the Commission.
President Swarthout requested that the Staff be advised on the public
relations problem that exists between the officers and the citizens.
The next quarterly meeting of the Commission is scheduled for
Thursday, July 19, 1984.
Mr. Kreuser moved that the meeting be adjourned. Seconded by Mr.
Horn. Motion carried unanimously.
The meeting adjourned at 9:45PM.
