pfcm19840119POLICE AND FIRE COMMISSION OF THE CITY OF MUSKEGO January 19, 1984 The regular quarterly meeting of the Police and Fire Commission of the City of Muskego was held on Thursday, January 19, 1984, in the confer- ence room of the Police Department. The meeting was called to order at 8:04PM by President Swarthout. Present were President Swarthout, Secre- tary Young, Walter Bohrer, Richard Horn, and Chief Scholz. Robert Kreuser was present for the latter portion of the meeting. The minutes of the October 22, 1983 meeting were read. Chief Scholz brought up a possible correction to the minutes that Carol Stillwell is also present at the meetings for the purpose of recording the minutes but is never mentioned in the minutes. After discussing same, it was decided that since she was attending in a secretarial capacity, past practice would prevail and her attendance would not be recorded. Mr. Bohrer moved the minutes be approved as read. Seconded by Mr. Horn. Motion carried unanimously. OLD BUSINESS : Mr. Horn asked if the $800 was left in the recruitment account when the 1984 budget was finalized and approved. Chief Scholz reported it was. Chief Scholz reported the following: 1. The female cadet, Sherri Johnson, was promoted to telecommnica- tor effective December 5, 1983. 2. The grievance regarding his termination filed by the former tele- communicator, Eric Pedersen, was denied by the City's Common Council by a 4-3 vote. It is now being sent to an arbitrator in the next step of the grievance procedure. Muskego Police and Fire Commission Minutes January 19, 1984 Page 2 Mr. Pedersen had also filed for Unemployment Compensation which was granted to him, however, the City appealed this decision and won. Mr. Pedersen must repay this compensation that had already been paid to him and he will not receive any further payments. 3. Officer Hibben decided to leave his disciplinary suspension stand and not have it heard by the Police and Fire Commission. 4. The Communication Center is still being adjusted. The 1984 main- tenance agreement on it has been awarded to Radio Communications instead of MotOKoh as a means of saving money. The eligibility list was discussed. Chief Scholz pointed out that one certified police officer remains on this list; TeleCOmmuniCator Johnson is a certified police officer and also holds an Associate's Degree in Police Science so would be eligible for promotion to police officer; Lt. Zabel will be eligible for retirement after May 1984; and a recent study shows the department is in need of an additional 2-1/2 to 3 offi- cers. Mr. Horn moved to table the eligibility list until the Commission's meeting in April. Seconded by Mr. Young. Motion Carried unanimously. The duties and powers of the Commission were discussed. Chief Scholz stated that in Order for these powers to be changed, as per the State Statutes, a petition signed by 20% of the electors from the latest presi- dential election must be presented to the City requesting a referendum vote be put on the ballot addressing the additional powers. The names on the petition would also have to be checked. If the vote passed, the Commission could then participate in making the rules and regulations for the department as well as audit and approve the payment of invoices. There were no communications. Due to Maundy Thursday and spring vacation in Muskego starting on the third Thursday in April, the next Commission meeting is scheduled for Thursday, April 12, 1984.
