pfcm19831020x POLICE AND FIRE COMMISSION OF THE CITY OF MUSKEG0 October 20, 1983 The regular quarterly meeting of the Police and Fire Commission of the City of Muskego was held on Thursday, October 20, 1983, in the confer- ence room of the Police Department. The meeting was called to order at 7:56PM by President Swarthout. Present were President Swarthout, Secre- tary Young, Walter Bohrer, Richard Horn, Robert Kreuser, and Chief Scholz. The minutes of the July 21, 1983 meeting were read. Mr. Horn moved to approve the minutes as read. Seconded by Mr. Bohrer. President Swarthout called for the Old Business. Mr. Kreuser brought up a point of order as the motion on the floor was not acted on. A vote on the motion to approve the minutes for the July 21 meeting was taken. Motion carried unanimously. OLD BUSINESS: Chief Scholz reported that Ingersoll, the new cable TV company, has purchased the tower located at the police department from the former cable TV company, but will be removing the dish from the tower. The Police Department will still be able to use this tower. He also reported that adjustments are still being made on the communication center. NEW BUSINESS: A discussion was held on the present eligibility list for police officers which expires April 30, 1984. Chief Scholz reported that effec- tive August 22, 1983, Kenneth Gumowski, a former Milwaukee Sheriff Deputy, was hired to replace Jay Mack who resigned effective July 25, 1983. He Muskego Police and Fire Commission Minutes October 20, 1983 Page 2 also stated that only one candidate remains on the eligibility list. The 1983 police recruitment account shows an approximate deficit of $1,000 as the Common Council cut all 1983 funds from that account. At this time $800 is still included in that account in the 1984 Police Budget but final budget approval has not been made. Mr. Young asked if the lieutenant's position will be filled when Lt. Zabel retires which could occur in 1984. Chief Scholz reported that he had included a study of the police department regarding staffing and man- agement in the 1984 Police Budget but the Common Council had cut it. He feels that study would justify the lieutenant's position. He stated that he thought the present Council would not fill that position. Chief Scholz reported that the present cadet, a female, fulfil.1~ the qualifications for police officer as she has an Associate Degree in Police Science and is also a Wisconsin certified police officer. In the event that there is a police officer vacancy, the eligibility list could be waived and the cadet could be hired. Mr. Horn moved that the eligibility list be put on the agenda for the next meeting under Old Business. Seconded by Mr. Bohrer. Motion carried unanimously . Chief Scholz reported that the 1984 Police Budget has been cut below the level of the 1983 Budget by the Common Council. Chief Scholz reported that Telecommunicator Eric Pedersen was termi- nated effective August 23, 19113, €or violation of departmental rules. Eric Pedersen has filed a grievance on this action, which the Chief stated he has denied, and it will be heard by the Common Council on October 25. Muskego Police and Fire Commission Minutes October 20, 1983 Pngc 3 Mr. Pedersen has also filed a claim with the Unemployment Compensation Board which will be heard sometime in November as the City is contesting the claim. Chief Scholz reports that on September 12 he brought formal charges against Police Officer Michael R. Hibben for violation of departmental rules. President Swarthout reports that the Police and Fire Commission has received written notice that Officer Hibben is appealing this disci- plinary action and is requesting a hearing before the Commission on same. Mayor Salentine has approved the Commission’s use of the City Attorney in this matter. A hearing date must be set between 10 - 30 days after the notice was served. It was decided by the Commissioners to hold the hear- ing in the Muskego City Council Chambers on Thursday, November 10, 1983, at 7:OOPM with the full comission present if possible. President Swarthout will have the necessary papers served on Chief Scholz and Officer Hibben. City Attorney Molter will supply a court reporter for the hearing. Mr. Kreuser stated that he believes that the Police and Fire Commis- sion should have a charter for some authority regarding policy making and budget affairs. He would like to pursue this matter and see what changes are necessary to attain it. He would like it discussed at the next meet- ing. Mr. Horn stated he foresees problems with that but it should be discussed. The next meeting of the Police and Fire Commission is scheduled for Thursday, January 19, 1984.
