The regular quarterly meeting of the Police and Fire Commission of
the City of Muskego was held on Thursday, July 21, 1983, in the confer-
ence room of the Police Department. The meeting was called to order at
8:OSPM by President Swarthout. Present were President Swarthout, Secre-
tary Young, Walter Bohrer, Richard Horn, Robert Kreuser, and Chief
Scholz.
The minutes of the April 21, 1983 meeting were read. Mr. Horn made
the motion to approve the minutes as read. Seconded by Mr. Young.
Motion carried unanimously.
OLD BUSINESS:
Chief Scholz reported the intercom on the radio communication
center still has not been installed and explained the problems with it.
President Swarthout reported that she was unable to attend the
seminar for Police and Fire Commissioners held in May at W.C.T.I. She
will approach the Finance Committee reference including monies for such
seminars in the 1984 Administrative budget.
NEW BUSINESS:
Chief Scholz reported that the top three candidates from the eligi-
bility list were sent to Dr. Claditis for psychological testing. Dr.
Claditis is presently handling the psychological testing as he gives
more specific reasons than Milwaukee Area Technical College who have
done the testing in the past. The first candidate failed the psychol-
ogical, the second one rescinded the appointment, the third one was
hired, and the fourth one failed the background investigation. James
Kaebisch was hired effective June 6, 1983 to replace David Wolfgram.
Chief Scholz reported that Officer Jay Mack has resigned effective
July 25, 1983. The Finance Committee has voted unanimously to recommend
to the Common Council that the vacancy caused by Officer Mack's resigna-
tion be filled. If it is passed by the Common Council, the Chief hopes
to hire an officer from the eligibility list effective August 22.
Chief Scholz reported that the Commissioners possibly will receive
complaints from private property groups who state they are not receiving
enough police protection, however, the type of protection they are
requesting should be handled by private security, not municipal depart-
ments.
Chief Scholz explained the alarm ordinance and the reasons behind
the issuance of citations for false alarms.
President Swarthout requested a list of the police officers with
their hiring dates. Mr. Kreuser made the motion that a list of officers
be prepared and given to each Commissioner. Seconded by Mr. Bohrer.
The motion carried unanimously. Each Commissioner is to update his own
list.
The next meeting of the Commission is scheduled for Thursday,
October 20, 1983.
Mr.Kreuser moved that the meeting be adjourned. Seconded by Mr.
Horn. Motion carried unanimously.
The meeting adjourned at 8:54PM.
