A special meeting of the Police and Fire Commission of the
City of Muskego was held on Thursday, February 17, 1983. in the
conference room of the Police Department. The meeting was called
to order at 8:02PM by President Horn. Present were President Horn,
Secretary Swarthout, Mr. Bohrer, Mr. Kreuser, Mr. Young, and Chief
Scholz. A visitor, Vi Joy, a Muskego citizen and also a reporter
for the Muskego Sun, was also present.
The minutes of the January 20, 1983 meeting were read and
approved.
Mr. Kreuser suggested that since the minutes are sent to the
Commissioners prior to the meeting that it might not be necessary
to read the minutes at the meeting but simply ask for corrections.
After discussing same it was decided to continue reading the minutes
at the meetings.
OLD BUSINESS:
Chief Scholz reported the new tower is being assembled and
should be erected shortly. Motorola is awaiting the encoder for
the fire departments and the intercom system prior to couunencing
'installation of the new radio system.
NEW BUSINESS:

Chief Scholz reported that the Muskego Common Council had
granted the filling of the vacant sergeant's position and also tne
vacancy for patrol officer created by the promotion. He stated

that Paul Manske will be promoted to Sergeant effective February 28.
1983 at an annual salary of $24,879. He will be working the late
shift.
A discussion was held whether to hire a patrol officer at the
base entry level or a lateral entry due to economic conditions and
the possibility of receiving a great number of applications. Chief
Scholz reported that the Common Council had deleted recruitment funds
from the 1983 budget. He also stated that the starting salary for
the patrol officer being hired would be $19,328 whether the person
be base entry or lateral entry. The qualifications established by
the Muskego Common Council include 60 credit hours of post-secondary
education at an accredited institution majoring in Police Science or
related field.
Mr. Kreuser made the motion to advertise for experienced per-
sonnel that meet the qualifications established by the Common Council.
Seconded by Mr. Young. There was no discussion. Mr. Horn, Mr. Bohrer,
Mr. Kreuser and Mr. Young voted aye. Marsha Swarthout voted no. Motion
carried unanimously.
It was decided that the position should be advertised twice in
the Sunday Milwaukee Journal and the Muskego Sun. As a means of elimin-
ation the Wisconsin City and County Testing Service will be contacted to
administer a written test to the applicants. They require a three week
period after receiving the list of applicants and the actual testing.
The tests are given twice a month on designated Saturdays. after the
test results are received, a special meeting of the Commission will be
called to determine the remai:>.ing criteria for h;cing.

Mr. Kreuser moved that the meeting be adjourned. Seconded by

The meeting adjourned at 9 :03PM.
