pfcm19830120POLICE AND FIRE COMMISSION OF THE CITY OF MUSKEG0 January 20, 1983 The regular quarterly meeting of the Police and Fire Commission of the City of Muskego was held on Thursday, January 20, 1983, in the conference room of the Police Department. The meeting was called to order at 8:04PM by President Horn. Present were President Horn, Secre- tary Swarthout, Walter Bohrer, Robert Kreuser, Randy Young, and Chief Scholz. Mr. Kreuser made the motion that the Commission go into Executive Session at the end of the regular meeting for the purpose of discussing personnel matters pursuant to Section 19.84 of the Wisconsin Statutes. The exemption is Section 19.85(1)(f). The motion was seconded by Marsha Swarthout. A roll call vote was taken with the following Commissioners voting aye: Richard Horn, Marsha Swarthout, Walter Bohrer, Robert Kreuser, and Randy Young. The motion carried unanimously. The minutes of the October 21, 1982 meeting were read. Mr. Kreuser made the motion to approve the minutes as read. Seconded by Mr. Young. Motion carried unanimously. LNFINISHED BUSINESS: Chief Scholz reported on the complaint received from the Hodgson brothers at the last Commission meeting. He stated that the appointment between the City Attorney and the Hodgsons was set up but the Hodgsons were not satisfied. The Chief wrote a letter to Attorney Gross with a copy of Sgt. Wolfgram's report on the incident attached. Attorney Gross did not reply. The Hodgsons contacted the Mayor again who requested that a copy of~'the letter and report sent to Attorney Gross also be sent to Muskego Police and Fire Commission January 20, 1983 Page 2 the Hodgsons, which was done. No further contact has been made by the Hodgsons. A discussion was held on the procedure for citizens to follow in order to appear before the Commission whether in regard to a complaint, a suggestion, or whatever. If citizens have a complaint, they are to submit the complaint in writing to the Chief of Police with a copy to the Commission. Mr. Kreuser made the motion that citizens wishing to appear before the Muskego Police and Fire Commission may do so by sending a written request to the Secretary of the Commission to be placed on the agenda for the next meeting. This request must be received 10 days prior to the meeting. Motion seconded by Mr. Bohrer. Motion carried unanimously. President Horn requested that a press release be sent to the Muskego Sun regarding same. NEW BUSINESS : It was decided that the Commission retain their quarterly meetings with the President to call special meetings on the third Thursday of the month if the need arises. The Muskego City Clerk will be the official custodian of the Commis- sion's records. After the Commission's minutes are approved, a copy is to be sent to the City Clerk. Chief Scholz reported the following: 1. Telecomunicator Robarge resigned effective December 1, 1982. The position was advertised and 144 applications were received. Jane Kolinski was hired to fill that vacancy. 2. The Common Council granted the cadet's position. Since the cadet's prime function is dispatching and in an effort to save money as the recruitment funds were cut from the 1983 budget, it was decided to a e a Muskego Police and Fire Commission January 20, 1983 3. 4. 5. 6. 7. Page 3~ hire from the telecommunicator's eligibility list to fill the cadet's position. Kathleen Psket was hired effective January 24, 1983. One of these applicants has filed a complaint with the Equal Employment Opportunity Commission against the police department contending that she would have been hired if she had been a male with children. A resignation was received from David Wolfgram. The Common Council will be voting on January 25 whether to grant the sergeant's position and sub- sequently the patrolman's position vacated due to promotion. If these positions are granted, a special meeting of the Commission will be called. The foundation for the new tower is being laid and the tower should be erected by the end of the month. We are still awaiting the radio console which will be assembled at the radio service center and then installed here. Three new squads are being purchased out of the 1983 budget. An addi- tional squad and its equipment as well as five new radar units are be- ing purchased through T.I.F. COMMLTNICATIONS : President Horn reported receiving a complaint, via phone, from a Mrs. Differt regarding the investigation of an accident in which her son was killed. She was advised to submit the complaint in writing to the Chief with a copy to the Commission. The next meeting is scheduled for Thursday, April 21, 1983, at 8:OOPM. Mr. Bohrer moved that the regular meeting be adjourned. Seconded by Mr. Young. Motion carried. The regular meeting adjourned at 9:50PM with the Commission going into Executive Session as per the motion at the begin- ning of the meeting. The written request should be sent to the Secretary of the Muskego Police and Fire Commission, C/o. Muskego City Hall, Muskego, WI. 53150. The Secretary must be in receipt of this written request a minimum of ten days prior to t&:scheduled ... meeting.
