POLICE AND FIRE COMMISSION OF THE

The regular quarterly meeting of the Police and Fire Comission
of the City of Muskego was held on Thursday, July 15, 1982. in the
conference room of the Police Department. The meeting was called
to order at 8:05PM by President Horn. Present were President Horn,
Secretary Swarthout, Walter Bohrer, and Chief Scholz. Absent were
Robert Kreuser and Randy Young.
A guest, Richard Nilsson who is the Alderman for Muskego Dis-
trict #I, was introduced.
The minutes of the April 22, 1982 meeting were read. The motion
was made by Walter Bohrer to approve the minutes. Seconded by Marsha
Swarthout. Motion carried unanimously.
OLD BUSINESS:
Chief Scholz reported that Lt. Johnson returned to work on June 7
after undergoing surgery.
NEW BUSINESS:
The testing of applicants was discussed. Chief Scholz reported
that the State Board of Personnel no longer will be conducting these
tests, however, from the literature received, the Wisconsin City and
County Testing Service under the auspices of the Department of Employ-
ment Relations, will be providing this service. Their testing package
would be similar to that of the State Board of Personnel which we uti-
lized in the past. Another alternative other than handling it all our-
selves would be to hire a private concern but their costs are much
higher. President Horn suggested we utilize the Wisconsin City and
Muskego Police and Fire Commission
County Testing Service.

Chief Scholz reported the following:
The Police Department received a Pedestrian Safety Award from the
AAA for 1982.
Officer Steven Kukowski will be commended by the City in the form
of a Resolution for his life saving efforts in the rescue of an
eight year old boy from the ponds on Durham Drive. He also will
be listed on the Department's Merit Board.
The City has a deficit for 1982 in excess of $90,000 of which the
police department's share is 46% or approximately $36,000. At
this time ways to accomplish covering this deficit are being
studied. A major portion of it possibly can be covered by
moving the last pay period of 1982 into the year 1983. Lay-off6
are trying to be avoided, however, if necessary they would be
done contractually.
A new communication center has been ordered from Motorola with
delivery time projected for sometime in October. This center
will be financed under T.I.F.
Consideration is being made of erecting the tower from RVS Cable
TV on the department's land so that the department can also uti-
lize this tower which would be much higher than our present one.
The Municipal Court has been increased from 2 sessions per month
to 5 sessions per month in order to keep current on the court load.
The Common Council accepted for the police department the gift of
ambulance a654 from the Tess Corners Fire Department. This vehicle
will be modified for use in SWAT situations for transporting of
equipment and as a command post.

The next meeting of the Commission is scheduled for October 21.
Marsha Swarthout moved that the meeting be adjourned. Seconded
by Walter Bohrer.
The meeting adjourned at 9:27PM.
