The Police and Fire Commission of the City of Muskego held their
quarterly meeting on Thursday, January 22, 1981, in the conference
room of the Muskego Police Department. The meeting was called to
order at 8:05PM by President Horn. Present were President Horn,
Secretary Swarthout, Mr. Bohrer, Mr. Moser and Chief Scholz. Mr.
Lindner was absent.
The minutes of the meeting of September 2, 1980 were read. Mr.
Bohrer moved that the minutes be approved as read. Seconded by Mr.
Moser. Motion carried unanimously.
OLD BUSINESS: The new eligibility list established in October 1980
was sumarized.
Twenty-two applicants were eliminated as they did not fulfill
the qualification of 60 college credits as required by City Resolu-
tion 145-80.
Eight applicants failed to show for the written test. Twenty-
eight took the written test administered by the State Board of Per-
sonnel on August 23 with six of them failing the test by having a
score below 70.
Twenty-two candidates were invited for oral interviews on the
evening of October 3 and during the day on October 4 with five fail-
ing these orals. The remaining seventeen candidates were placed on

the certified eligibility list which was presented to Chief Scholz.
It was suggested that in the future oral interviews be scheduled
for twenty-five minutes each or less questions be asked of each candi-
date.
NEW BUSINESS: It was reported that Chief Richard Martin of the Muskego
Fire Department has resigned as Chief and Thomas Ludwig was elected to
that position. Alvin Guhr was elected 1st Assistant Chief and Harold
Heinrich was elected 2nd Assistant Chief.
Chief Werner Bierbach of the Tess Comers Fire Department has
resigned his position effective the end of January. Assistant Fire
Chief E. J. Salentine will be the Acting Chief until that department
holds its election in March 1981.
Letters of appreciation are to be sent to Mr. Martin and Mr.
Bierbach and a congratulatory letter sent to Chief Thomas Ludwig.
Chief Scholz reported that the F1 candidate on the eligibility
list, Michael Hibben, was hired as patrol officer on November 24, 1980.
He was hired with the stipulation that his hypertension must be con-
trolled and his weight maintained at a level recommended by Dr. Frisvold
of the Muskego Medical Clinic.
Marsha Swarthout moved to approve the hiring of Michael Hibben as
patrol officer. Seconded by Mr. Moser. Motion carried unanimously.
Chief Scholz reported that the Public Safety Committee requested
that two dog cages be placed in the police garage for the holding of
dogs apprehended for being at large. The Chief stated he was totally
against this and stated the many reasons for same.
Chief Scholz reported that according to negotiations with the
police association, the City has agreed to a salary increase for mem-
bers of Team 5 that would be in addition to the 9% increase granted

to the sergeants and patrol officers. This presents problems such as
wfiether the Team 5 positions should be considered a promotion and
opened to all members of the department, whether this changes the
charter of the department and exactly how the raise is to be admin-
istered. At the present time we are awaiting a written copy of the
contract so such determination can be made.
Chief Scholz reported that a traffic study was conducted at
STH 24 and Lannon Drive, at the request of the Public Safety Committee,
to ascertain if traffic lights are warranted.
Chief Scholz reported that the advertising for bids on new squad
cars has been done, however, at this time some Aldermen seem to be
opposed to this purchase. The Common Council will be voting on this
matter in the near future. If the purchase of new squads is deferred
until later in the year so additional miles can be put on the present
squads, as these Aldermen request, additional monies will be required
for maintenance as this was not taken into account in our 1981 budget.
The cost of new cars will also increase and the availability of cars
equipped with police packages would probab1.y not be until December 1981
as they are produced only at specific times of the year.
Chief Scholz reported that Officer Sturnot was informally charged
with untruthfulness and failure to obey a direct order. He lost thirty-
two hours of compensatory time. Sgt. Wolfgram was disciplined for un-
reasonable handling of a prisoner and lost twenty-four hours of compen-
satory time and one floating holiday.
Mr. Moser moved that the meeting be adjourned. Seconded by Mr.
Bohrer. The meeting adjourned at 11:lOPM with the next meeting to be
held in April 1981.
