The Police and Fire Commission of the City of Muskego held their
meeting on Tuesday, September 2, 1980, in the conference room of the
Muskego Police Department. The meeting was called to order at 8:12PM
by President Horn. Present were President Horn, Mr. Bohrer, Mr.
Lindner and Chief Scholz. Marsha Swarthout and Mr. Moser were absent.
The minutes of the June 26, 1980 meeting were read. Mr. Bohrer
moved that the minutes be approved as read. Seconded by Mr. Lindner.
Motion carried.
OLD BUSINESS: Chief Scholz reported that he has not received any reply
from the Mayor regarding a set policy for the Chief's successor in the
event of a resignation or emergency situation.
Chief Scholz explained the promotion process within the department
and the disciplinary procedures. The City Attorneyi6?ated that if formal
charges are filed with the Police and Fire Commission against an officer
that all formal charges against that officer since his date of employment
are included.
Chief Scholz reported that he has received a resignation from
Officer Rodney Hubka effective August 15, 1980. His replacement will
be taken from the eligibility list being established.
Chief Scholz reported that the Muskego Common Council passed
Resolution 145-80 on July 22, 1980, setting the qualifications for

police officers. A copy of the ordinance is attached. The requirements
include 60 credit hours of post-secondary education from an accredited
institution, majoring in police science or related field.
NEW BUSINESS: Chief Scholz reported on the applicants for the eligibility
list that is being established. Twenty-two were eliminated as not fulfill-
ing the qualification as set forth by City Resolution #145-80. Twenty-
eight took the written test administered by the State Board of Personnel
on August 23. Eight failed to show for the written test.
Mr. Lindner moved to use the written score of 70 as the cut off for
oral interview eligibility. Seconded by Mr. Bohrer. Motion carried.
This motion made twenty-two candidates eligible for oral interview. Let-
ters are to be sent to those failing the test.
Mr. Lindner moved that the oral interviews be held at 20 minute
intervals on Friday, October 3, 1980, from 7PM to lOPM and continuing
on Saturday, October 4, 1980, from 8:30AM until finished. Seconded by
Mr. Bohrer. Motion carried.
It was decided to use the same questions as in 1979.
The oral board will consist of Mr. Horn, Marsha Swarthout, Lt. Zabel
and if available, Mr. Moser. Mr. Bohrer will be in attendance.
CORRESPONDENCE: President Horn read a letter received from Robert Klenz.
Chief Scholz reported that he also had received the same letter and that
Lt. Dzibinski had contacted and advised Mr. Klenz.
Mr. Lindner moved that the meeting be adjourned. Seconded by Mr. Horn.
The meeting adjourned at 10:15PM.

WHEREAS, the City pf Muskego does not have entry qualifications
for its police officers, and
WHEREAS, establishing such qualifications would aid in the recruitment process, and
WHEREAS, the Police and Fire Commission has recolnmended that
the city adopt entry qualifications,
THEREFORE, BE IT RESOLVED that the Common Council of the
City of Muskego does hereby establish the following entry
qualifications for police officers:
