The Police and Fire Commission of the City of Muskego held their
meeting on Thursday, June 26, 1980, in the conference room of the Muskego
Police Department. The meeting was called to order at 8:lOPM by President
Horn. Present were President Horn, Secretary Swarthout, Mr. Bohrer and
Chief Scholz. Mr. Lindner and Mr. Moser were absent.
The minutes of the April 22, 1980 meeting were read. Mr. Bohrer
moved that the minutes be approved as read. Seconded by Marsha Swarthout.
OLD BUSINESS :
Chief Scholz reported that the First Aid Training that was being re-
scheduled for sometime in May 1980 was cancelled for the present time due
to the resignation of Ken Grover, the Law Enforcement Coordinator at W.C.T.I.,
and officers being on vacation.
Chief Scholz reported that a telecomunicator (formerly called dis-
patcher) and a receptionist-typist were hired effective July 7. The tele-
communicator replaces Robert Eckert who was hired as a police officer by
Cudahy Police Department. The receptionist-typist replaces Sharon Bieber-
stein who resigned.
The present eligibility list was discussed. It expires July 14, 1980
and only two applicants remain on it and it is not known if they are still
interested in the position.
The Commissioners unanimously decided to establish a new eligibility
list and allow the present one to expire. This new list will be established

following the same procedures as in the past.
1. Classified ads should be placed in the Milwaukee Journal, the
Waukesha Freeman and Muskego Sun for the weeks of July 20 and 27.
Ads could also possibly be placed in the Law Enforcement Bulletin
and on radio stations' public service announcements.
2. Applications are to close on August 1, 1980.
3. Mr. Robert Spies of the State Board of Personnel will be requested
to conduct the written exams on a Saturday, possibly August 16 or
23.
4. Oral interviews are tentatively scheduled for September 13 or 20
with President Horn, Secretary Swarthout and Lt. Zabel sitting on
the Oral Board. Mr. Lindner and Mr. Moser will also be invited to
serve on the Oral Board. Mr. Bohrer will attend the interviews.
5. A Commissioners' meeting will be called prior to the interviews to
review scores and set an exact date and time.
Chief Scholz reported no tavern operators had contacted him about
any business related problems. He also reported that during Police Week
in May, an open house was held at the police station with several citizens
taking advantage of it and touring the facilities.
NEW BUSINESS :
Chief Scholz read a letter from Superintendent of Schools Kreuser
requesting a grant in cooperation with our police department. He explained
how it would be used to teach citizen protection and responsibilities under
the law as well as the penalties and workineof the criminal justice system.
Chief Scholz also reported that he has sent a letter to the Mayor to
ascertain the succession to the position of Chief of Police in the event of
a resignation or unforeseen emergency. An Acting Chief is either appointed

by the Mayor or by the Police and Fire Commission. It is not a part of
the chain of command.
President Horn reported re'ceiving a complaint against the department
from.Mr. Flarity. This regarded the police actions in an incident on
June 14 when his 14 year old son, supposedly armed with a gun, barricaded
himself in their home and threatened police officers. Chief Scholz stated
that the officers actions were justified.
Marsha Swarthout moved that the meeting be adjourned. Seconded by
Mr. Bohrer. The meeting adjourned at 9:45PM.
