pfcm19791113POLICE AND FIRE COMMISSION OF THE CITY OF MUSKEGO November 13, 1979 The Police and Fire Commission of the City of Muskego held their quarterly meeting on Tuesday, November 13, 1979, in the conference room of the Muskego Police Department. The meeting was called to order at 8:22PM by President Horn. Present were President Horn, Secretary Swarthout, Mr. Bohrer, Mr. Moser, and Chief Scholz. Mr. Lindner was absent. OLD BUSINESS: Chief Scholz reported that the 1980 budget includes a new Sergeant's position. If the budget is approved as submitted, this sergeant will be appointed on January 7, 1980. His replacement officer will be hired from the eligibility list on that same date. Chief Scholz reported on the status of the present eligibility list: Candidate #1 was hired on August 27, 1979 and finished Recruit School in October. He was awarded the Scholastic Trophy for graduating from the Recruit School with the highest scholastic standing. Candidate i12 was no longer interested in the position. Candidate C3 was hired on August 27, 1979 and finished Recruit School in October. Candidates 114 and 115 were eliminated due to unfavorable background investigations. Candidate #6 will be hired as the replacement officer on January 7. He is presently an officer with the West Milwaukee Police Department. He has been contacted and will accept the position with our depart- ment. Three candidates remain on the eligibility list. Muskego Police and Fire Commission Minutes November 13, 1979 a Page 2 The 1979 Budget is in difficulty in some areas, Chief Scholz reported. Transfers from some police accounts and the contingency fund will be nec- essary to cover deficits caused by unexpected large expenditures. One of these areas includes radio maintenance. Other City departments, including the fire departments, did not include this item in their budgets so any monies expended to cover these expenditures for radio maintenance, are de- ducted from the police account. Chief Scholz reported that two important projects were cut from the 1980 budget by the Common Council. "Safety Town", which was very success- ful in 1979, was cut, but hopefully, will be sponsored by the Woman's Club in 1980. They had assisted with the program in 1979. Crime Prevention Programs were also cut from the budget. Initiation of such programs was a planned as they had been very successful in surrounding departments and had been very well accepted by their citizens. Chief Scholz reported that it had been necessary to discipline two officers. Officer Hubka was suspended without pay for 45 days and Officer Larson relinquished 4 compensatory days. Chief Scholz then explained the discipline procedures and their alter- natives as set forth in the department's procedural manual. He also explained the types of punishments. NEW BUSINESS: There was none. Chief Scholz reported that,compulsory retirement for police officers at the age of 55 is presently being challenged in the court system. This also includes compulsory retirement of police chiefs at age 55. Mr. Horn stated that the notice of the school for Commissioners held at W.C.T.I. was received too late for anyone to attend. If possible the school authorities should be advised to give more advance notice. Muskego Police and Fire Commission Minutes November 13, 1979 Page 3 Mr. Moser moved to adjourn the meeting.
