pfcm19790626POLICE AND FIRE COMMISSION OF THE CITY OF MUSKEG0 June 26. 1979 A special meeting of the Muskego Police and Fire Commission was held on Tuesday, June 26, 1979. in the conference room of the Muskego Police Department. This special meeting was called at the request of Chief Scholz for the purpose of discussing the procedures for hiring of police officers. This meeting was called to order by President Horn at 8:15PM. Present were President Horn, Secretary Swarthout, Mr. Bohrer, and Chief Scholz. Mr. Moser and Mr. Lindner were absent. The minutes of the May 1, 1979 meeting were read. Mr. Bohrer moved that the minutes be approved as read. Seconded by Marsha Swarthout. Motion car- 0 ried unanimously. PROCEDURE FOR PROMOTION TO SERGEANT: Mr. Bohrer inquired as to the procedure for promotion to sergeant. Chief Scholz stated that testing for this position is no longer done. An announcement of the position listing the qualifications is made and posted. The officers interested in the sergeant's position then submit a "Matter Of" including his length of service, the reasons he wants the position, and what he can offer to the position. His past service and "Matter Of" are then evaluated by the Staff with the Chief having the final vote. Chief Scholz reports that the Common Council has granted a new sergeant's position as of January 1, 1980. This will mean the promotion of one of the present officers to sergeant and the hiring of his replacement from the eligi- bility list. OLD BUSINESS: Chief Scholz reports that Margaret Oschmann did not proceed any further with her complaint reference her arrest for Operating While Intoxicated 0 Muskego Police and Fire Commission Minutes June 26, 1979 Page 2 by filing any formal complaint with the department. Reference the other two complaints received by the Commission, the Wojtczak's were advised by Lt. Dzibinski and the unidentified female was also advised by Lt. Dzibinski when she contacted the department. NEW BUSINESS: A total of 125 applications were received for the position of police officer. 76 of these applicants took the written test on June 16, 1979, at locations designated by the State Board of Personnel with 54 of them scor- ing above 71.5. 28 scored above 80.5 and 20 scored above 83.5. Oral Interviews: A discussion was held on the arrangements for the oral interviews. It was decided that the oral board would consist of President Horn, Marsha Swarthout, Mr. Moser, and Muskego Police Lieutenant Zabel. Mr. Bohrer will be present but will not vote. Chief Scholz will introduce the candidates. The interviews will be held in the conference room of the Muskego Police Department on Saturday, July 14, 1979, starting at 8:OOAM with the inter- views scheduled at 20 minute intervals. Marsha Swarthout made a motion that the top 24 candidates with a score of 82 or above should be invited to the oral interviews. Seconded by Mr. Bohrer. Mntion carried unanimously. Letters are to be sent to the applicants scoring below 82 advising them that their applications will no longer be considered. Questions for Interviews: After a discussion it was decided that ten of the questions used by the July 1978 oral board would be used at the oral inter- views on July 14, 1979. The board is to be supplied with these questions, the correct responses, and the rating sheets a few days prior to the oral interviews. The applicants are to be given a copy of the questions five minutes prior to their interview so they have a brief opportunity to compose their answers. Composite Score: After a discussion reference the composite scores, Mr. Muskego Police and Fire Commission Minutes June 26, 1979 Page 2 Bohrer moved to establish the Commission's policy on composite scores. The oral interview should hold a 70% wight of the composite score and the written test should hold 30%. The motion was seconded by Marsha Swarthout. Motion carried unanimously. Veteran points are to be included in the oral score. Marsha Swarthout reported that some radio stations would broadcast a free announcement for hiring of police officers as a matter of public ser- vice. In the future this might be used as a means of free advertising. Marsha Swarthout made the motion to adjourn. Seconded by Mr. Bohrer. The meeting adjourned at 10:OOPM. The regular quarterly meeting scheduled for July was cancelled due to this special meeting and the oral interviews. Respectfully submitted, Secretary
