The regular quarterly meeting of the Muskego Police and Fire Commission
was held on Tuesday, May 1, 1979, in the conference room of the Muskego Police
Department. The meeting was called to order by President Horn at 8:02PM.
Present were President Horn, Mr. Bohrer, Mr. Lindner, Mr. Moser and Chief
Scholz with Secretary Swarthout being absent.
The minutes of the January 18. 1979 meeting were read. Mr. Moser moved
that the minutes be approved as read. Seconded by Mr. Lindner.
The present eligibility list of July 1978 was discussed as it must be
renewed at this time if the Commissioners desire to do so. Chief Scholz re- a ported that one vacancy exists as of May 3 due to the resignation of Officer
Dennis Shs who will be entering the insurance field. Another officer could
be quitting at any time as he is planning on going into business for himself.
Chief Scholz reported that he is requesting that the Public Safety Committee
recommend to the Common Council that another Sergeant's position be created.
If that is done a vacancy would exist for an officer due to the promotion.
Chief Scholz reported that background investigations had been done on the top
three candidates on the eligibility list and that they had failed. He also
stated that the present list of applicants had taken the written examination
in November 1975 and no advertising for police officer applicants had been done
since. He felt that more qualified candidates were available than remain on the
present list. The possibility of promoting the present cadet was discussed with
the Chief stating that he would have to attend Recruit School, which starts on
September 10 at W.C.T.I., before he could be utilized fully as an officer.

The motion was made by Mr. Moser to terminate the present eligibility
list and start a new list as soon as possible. Motion seconded by Mr. Lindner.
No discussion. The motion carried unanimously.
A letter is to be sent to all remaining candidates on the eligibility list
that it was the chief vote of the Police and Fire Commissioners that the present
eligibility list be terminated and that no consideration will be given to their
application.

Advertise for police officer in the Milwaukee Journal, Muskego Sun,
Muskego Post, Waukesha Freeman and possibly the Wisconsin Law Enforce-
ment Bulletin.
Applications are to close on May 25, 1979.
Request Mr. Robert Spies of the State Board of Personnel conduct the
written exams on a Saturday in the first part of June at locations
designated by him. He will handle all necessary correspondence regard-
ing same.
The cut-off scores of the written exam will be determined by the number
of candidates and the scores themselves. When this information is avail-
able a special meeting of the Commission will be called to decide on the
cut-off.
Oral interviews will be scheduled for June 23 or July 14 due to the
July 4 holiday falling on Wednesday causing many scheduling problems
on the weekend prior to and after the holiday.
Chief Scholz reported that to run the police department most efficiently that
the aforementioned additional sergeant's position is needed. He requests the
assistance of the Commission in obtaining this position. 0

NEW BUSINESS: Chief Scholz reports that Open House for the new station
will be on Sunday, May 20. At 11:OOAM a V.I.P. tour of the facility will begin
after a very brief welcome and dedication of Chief Kraus' Memorial. As the
tour progresses several demonstrations by police personnel will be going on
such as handcuffing, evidence preparation, "Shoot, Don't Shoot" slide pre-
sentation, crime prevention programs, bicycle safety and explanations on much
of the police equipment. The tours are being conducted by the officers! wives.
Special printed programs will be distributed. Coffee and cake will be served
by the Woman's Club at the end of the tour. At noon a repeat of the opening
will be held for the general public with the tours, demonstrations and coffee
to continue until 4:OOPM.
Mr. Moser suggested that another page be added to the program to incorporate
the fire departments, including the rescue service. He also suggested that a fire e truck and rescue squad be on display in the garage area along with the police
squad. It was the consensus of the Comissioners that the Open House be for
the police department only.
Chief Scholz suggested that possibly in the future the Fire Chiefs be invited
to a quarterly meeting of the Commission. President Horn also suggested that the
Commission possibly hold a quarterly meeting at a fire station.
COMPLAINTS: Arletter of complaint addressed to the Commission that was
written by Margaret Oschmann, dated April 30, 1979, was read. This was in refer-
ence to her being arrested for Operating While Intoxicated. The officer's reports
regarding same were read. Chief Scholz explained the procedure on Operating While
Intoxicated arrests. Mr. Lindner requested that a letter be sent to Mrs. Oschmann
stating: "Your letter was read and discussed at the meeting of the Muskego Police
and Fire Conrmission on Tuesday, May 1, 1979. It is being held in abeyance until
we hear from you. It is the police department's policy to handcuff all prisoners e

whether male or female. If you wish to pursue this matter. you must file a
formal complaint at the Police Department." All Commissioners agreed on this.
President Horn reported receiving a complaint from Ray Wojtczak reference
officers entering his wife's beauty shop, located at STH 24 and Racine Avenue,
while looking for her son who was wanted on a warrant. Chief Scholz explained
the matter and reported that Lt. Dzibinski had talked to Mrs. Wojtczak and
advised her on the situation.
President Horn reported that he had received an anonymous complaint from a
female reference the hiring of the last dispatcher, stating it was all set up.
Chief Scholz reported the department had received the same complaint and Lt.
Dzibinski had advised the complainant. The girl that was hired placed very
high on both the written and oral tests and had more experience as she was then
employed as a dispatcher at Hales Corners Police Department.
Mr. Bohrer and Mr. Lindner reported receiving complaints that squads were
sitting on taverns at closing time so they could arrest patrons for Operating
While Intoxicated and other violations. The Commissioners request that Chief
Scholz advise the officers on same and that the officers be advised to use some
compassion and common sense.
Mr. Lindner made the motion to adjourn. Seconded by Mr. Moser. The meeting
adjourned at 1l:OOPM.
