pfcm19790118POLICE AND FIRE COMMISSION OF THE CITY OF MUSKEG0 January 18, 1979 The regular quarterly meeting of the Muskego Police and Fire Commis- sion was held on Thursday, January 18, 1979, in the conference room of the Police Department. The meeting was called to order by President Horn at 8:07PM. Present were Mr. Horn, Mr. Bohrer, Mr. Lindner, Mr. Moser, Marsha Swarthout, and Chief Scholz. The minutes of the September 19, 1978 meeting were read. Mr. Lindner moved to approve the minutes as read. Seconded by Mr. Moser. Motion carried unanimously. There was no old business. Under new business Mr. Moser inquired as to the present standing of the eligibility list which expires in July 1979. Chief Scholz reports that this eligibility list appears to be satisfactory at the present time. The top three candidates have recently been contacted and are still interested in the job. The first two men would be entry level applicants while the third one is presently a police officer. The eligibility list is to be discussed at the Commissioners' April meeting so it can be extended if so desired. The County-wide Recruitment Program as set up by W.C.T.I. was discussed with Chief Scholz reporting at the present time it is stymied due to lack of interest by the various departments in the county. Chief Scholz reports that the following new appointments have been made within the department: Page 2 January 18, 1979 0 Sgt. DuWayne Dzibinski was promoted to Lieutenant and is the Services Division Conrmander. Officer Bill Meeks was promoted to Sergeant and assigned to the Late Shift. Sgt. John Johnson vas assigned to the Day Shift and is also the super- visor of Team #5. Sgt. Floyd Gifford was assigned to the Relief Shift. The Consolidated Monthly Report and the Monthly Analysis Report, which are sent to each Commissioner every month, were explained by Chief Scholz. He also discussed the Crime Prevention Program which is being set up. Mr. Lindner moved that the meeting be adjourned. Seconded by Mr. Moser. The meeting adjourned at 9:30PM. The next meeting is scheduled for Thursday. April 19, 1979. These figures show a -19% cllange from December 1977. For the year 1978 Burglaries llave increased 51X and 'I'llefts have increased 2% over the same period in 1977. Table 86 shows that 14% of Part I crimes were cleared by arrest in 1978 as compared wit11 the 25% cleared in 1977. Table #7, a total of 92persons were arrested and charged with Part I cr.&ms i.n 1978 as compared with 96 persons so arrested and charged in 1977 or a -4X decrease. Part 11 offenses a total of 506 persons were arrested and charged in 1978 as compared to 454 persons 80 arrested and cllarged in 1977 OK a +li% increase. Juvenile apprekensions show a 55% decrease in 1978 as to 1977. Accident history shows that for the mnth of December 1978 there were 31 acci.dents as compared with 24 accidents reported in December 1977, OK a +2W increase. For the year 1978 a total of 221 accidents were reported as compared with 221 accidents in 1977 or a 0% change. 7 The +7% increase in crlums Part I is well above the National Average for cities our size since they experience a 'I.% increase.
