pfcm19780919POLICE AND FIRE COMMISSION OF THE CITY OF MUSKEG0 September 19, 1978 The Muskego Police and Fire Commission met on Tuesday, September 19, 1978, in the conference room of the Muskego City Hall. The meeting was called to order by Acting President Horn at 8:35PM. All members were present namely Mr. Horn, Mr. Bohrer, Mr. Lindner, Mr. Moser and Marsha Swarthout. Lt. Richard Scholz from the Police Department was a visitor. The minutes of the September 12, 1978 meeting were read. Mr. Lindner moved to approve these minutes as read. Seconded by Marsha Swarthout. Motion carried unanimously. Under Old Business several details of the process of selecting a new police chief were discussed. Mr. Moser moved that the written exam should hold 40% weight of the composite score and the oral exam should hold 60%. Motion was seconded by Mr. Bohrer. Motion carried unanimously. Mr. Horn reported that the written exam would be administered on Saturday, September 30, at the Muskego High School library with the exact time to be set by the proctor. Mr. Moser moved to contact Mr. Paul Ussel, the principal of the Muskego High School, to proctor the written test for the Muskego Police and Fire Commission. Motion was seconded by Marsha Swarthout. Motion carried unanimously. It was agreed that the State Board of Personnel be requested to send the written exams directly to Mr. Ussel with the envelope to remain sealed until the time of the exam. After these tests are completed Mr. Ussel will seal them in an envelope and submit them to the State Board of Personnel for grading. The grades will be sent to Mr. Horn who will retain the sealed grades until the Police and Fire Commissioners meet to determine the composite score and evaluate them. a Page 2 September 19, 1978 e The members of the oral board will be selected at a later closed executive meeting of the Commission. Mr. Moser read the letter that was sent to all sworn police department personnel. Four applications for the Police Chief's position were received from eligible candidates. These applications, in the form of "Matter Of's'', were submitted by Lt. Zabel, Lt. Scholz, Sgt. Dzibinski and Sgt. Johnson. The oral board will hold the interviews on October 7 or 14. New Business: Mr. Moser moved that Mr. Horn, who is presently the Commission's Vice President and Secretary, fulfill the duties of President for the remainder of the term. Seconded by Mr. Bohrer. Motion carried unanimously. The President's position is presently vacant due to the resignation and subsequent death of Mr. William Ahrens. Marsha Swarthout was appointed by Mayor Gottfried to replace Mr. Ahrens as a member of the Police and Fire Commission. Mr. Lindner moved to appoint Marsha as the Vice President and Secretary Yrthout of the Commission. Seconded by Mr. Moser. Motion carried unanimously. Mr. Lindner moved that the meeting be adjourned.
