The Police and Fire Commission of the City of Muskego met on Tuesday,
September 12, 1978, in the conference room at City Hall. The meeting was
called to order by Vice President Horn at 8:OOPM. The roll was called with
all members being present namely Mr. Horn, Mr. Bohrer, Mr. Lindner, Mr.
Moser and Marsha Swarthout.
The minutes of the June 1, 1978 meeting were read. Mr. Lindner moved
to approve the minutes as read. Seconded by Mr. Moser. Motion carried
unanimously.
There was no old business.
Under new business the first item on the agenda was the procedure to
follow in selecting a new police chief to replace Chief Ervin W. Kraus who
passed away on August 19, 1978. Each Commissioner expressed his opinion
with the consensus being that it would be best to promote from within the
department as there are several qualified prospects that have been trained
under Chief Kraus. If the appointment is made from within the department
it would also open up other positions for promotions. If after following a
testing procedure the Commission felt that none of the candidates were highly
enough qualified the position would be opened to outside applicants.
Mr. Moser moved that at the present time the Commission should try to
find a qualified candidate from within our own department to be Police Chief
for the City of Muskego. Motion seconded by Mr. Bohrer. There was no dis-
cussion. Motion carried unanimously.
The qualificatioafor the position of Police Chief were then discussed.
Mr. Horn read the qualifications set up when Chief Kraus was hired as well as
the updated qualifications and duties passed by the Commission on July 12,
1971.

It was decided to eliminate the residency and educational require-
ments at this time.
Marsha Swarthout moved that the qualifications be established as:
At least eight (8) years of progressive police service with a minimum of
four (4) years of administrative experience at the rank of sergeant or
above. Motion seconded by Mr. Moser. It was decided that these qualifi-
cations are to be used if the applicants would be from within the depart-
ment. If the Commission finds it necessary to go to the outside to fill
the position these qualifications can be changed. Motion carried unani-
mously.
Mr. Lindner moved to approve the Duties for the Police Chief as read.
Seconded by Marsha Swarthout. For clarification in the minutes these Duties
are as follows: Responsibility for the general supervision of the Police
Department; perform the primary administrative tasks of planning, organiza-
tion, direction, control, and external relations, plus the concomitant tasks
of budgeting. purchasing, personnel (appointments, promotions, dismissals,
records, and personal problems) and inter-municipal offices and committee
relations. Motion carried unanimously.
A discussion followed on how to run the testing procedure. Mr. Lindner
moved to administer a written test from the State Board of Personnel in Madison
and at a given time get qualified people, at least 3 from outside the neigh-
boring communities, for oral interviews. Seconded by Mr. Bohrer. Mr Moser
stated that this should be in the form of 2 separate motions so Mr. Lindner
withdrew his motion and Mr. Bohrer withdrew his second to the motion.
Mr. Horn stated a new motion was now in order. Mr. Lindner moved that a
written and an,oral examination should be given. Seconded by Mr. Moser.
There was no discussion. Motion carried unanimously.

can sit in on these interviews but will have no voice in them. Motion
carried unanimously.
A schedule was discussed for recruiting and testing for the position.
1. The duties and qualifications are to be posted on or before September 16,
1978 at the Police Department and City Hall.

meeting adjourned at 9:18PM.

be conducted by three persons from outside the community.
Exact dates, times and location of these exams will be
specified later.
