Since there was no important business pending for the quarterly April
meeting and since all members of the Commission were not able to attend, this
meeting was cancelled.
A special meeting of the Police and Fire Commission for the City of
Muskego was called at the request of Chief Kraus. This meeting was held at the
Muskego City Hall on Thursday. June 1, 1978. The meeting was called to order
at 6:45PM by Vice President Horn. Present were Mr. Horn, Mr. Lindner, Mr. Moser
and Chief Kraus. Absent were Mr. Ahrens and Mr. Bohrer.
The minutes were read and approved.
Under Old Business, Chief Kraus reported that W.C.T.I. will be conducting
the first exam under their new Recruit Program in December 1978. Our department's
participation in this new Recruit Program at W.C.T.I. will be discussed at a later
Commission meeting when more members are present.
Chief Kraus reported that Officer David Carlson had resigned effective
May 1, 1978 and the department's cadet, Jim Murphy, had been promoted to patrol
officer to fill this vacancy. The motion to approve the promotion of Cadet Jim
Murphy to patrol officer was made by Mr. Lindner and seconded by Mr. Moser. Motion
carried unanimously.
Chief Kraus reported that Officer Richard Eddings' resignation was received
effective April 23, 1978, and that Dennis Simms had been hired to replace him. Mr.
Simms was hired from the eligibility list and has already been certified as a police
officer in the State of Wisconsin. Mr. Moser moved to accept the appointment of
Dennis Simms to the position of patrol officer. Seconded by Mr. Lindner. Motion
carried unanimously.
Chief Kraus reported that Sgt. Richard Koch I1 had resigned from the depart-

ment effective June 4, 1978. Officer Floyd R. Gifford had been promoted to the
Sergeant's position.
A discussion followed regarding the filling of the patrol officer vacancy
afforded by this promotion.
Mr. Moser moved that a combined list be made of all remaining applicants
on the eligibility list and any new applicants on file with any necessary tests
to be administered and only advertising for applicants if an insufficient number
of qualified candidates exists. The hiring for patrol officer is to be done from
this newly formed eligibility list. Motion was seconded by Mr. Lindner and it
carried unanimously.
As there was no further business, Mr. Moser moved to adjourn the meeting.
Seconded by Mr. Lindner. The meeting adjourned at 7:30PM with the next quarterly
meeting to be held on July 20, 1978. e
ADDENDUM:
Written examinations were administered to applicants on July 10. he to
the large number of applicants requiring oral interviews, the quarterly meeting
of the Commission was cancelled. Commissioners Horn and Moser conducted the oral
interviews on July 22, 1978 along with Chief Kraus and Lt. Zabel.
Via letter of August 4, 1978, Chief Kraus reported that Scott Neubauer
had been hired as the new patrol officer effective August 21, 1978. Mr. Neubauer
has already been certified as a police officer.
