CITY OF MUSKEGO
February 9, 1978
The Police and Fire Commission of the City of Muskego held their quar-
terly meeting at the Muskego City Hall on Thursday, February 9, 1978. This
meeting was originally scheduled for January 19 but had to be postponed as
a quorum was not available on that date. The meeting was called to order at
8:07PM by Vice President Horn. Present were Mr. Horn, Mr. Lindner, Mr. Moser
and Chief Kraus. Absent were Mr. Ahrens and Mr. Bohrer.
The minutes of the last meeting held on October 20, 1977 were read. Mr.
Lindner moved to approve the minutes as read. It carried unanimously.
Under Old Business the Agility Program was explained by Chief Kraus. W.C.T.I.
is incorporating the Agility Program with a Recruit Program so our department
does not have to go into this matter further at thisitime.
The present eligibility list for patrol officers that expires April 1, 1978
was discussed. Mr. Horn moved to extend this eligibility list for patrol officers
for an additional 6 months with it expiring on October 1, 1978. Seconded by Mr.
Lindner. Motion carried unanimously.
Chief Kraus suggested that the Sergeant's eligibility list be allowed to
expire as the jurisdiction of promotional exams does not come under the Police
and Fire Commission per State Statute. In the future the entire Staff will evalu-
ate the candidates for promotion and assist in selecting one. Mr. Moser moved
that the Sergeant's eligibility list be allowed to lapse. Seconded by Mr. Lindner.
Motion carried unanimously.
Under New Business Chief Kraus advised that W.C.T.I. is attempting to set up
a testing program for the recruiting of police officers on a county wide basis.
It would be available to all county police agencies that wish to participate. This
program would include the advertising and administering of both the written tests
and the physical agility tests. The individual agency would request a list of

candidates from which they would hold their oral exams. This matter was tabled
until the next meeting so additional facts and costs could be obtained for a
comparison with our present recruit program. An inquiry should also be made to
ascertain If we are bound to stay in this program for any set period of time.
If a conrmittment for our participation in this program at W.C.T.I. is needed
prior to the next meeting a special meeting of the Commissioners should be
called.
Chief Kraus announced he has received a verbal resignation from Officer
David Carlson. This position will be filled by the promotion of Cadet Jim
Murphy. The Common Council has approved Cadet Murphy being sent to Basic
Recruit Training School before his promotion so he will be a .certified
officer prior to Officer Carlson's leaving on May 1.
As there was no further business, Mr. Lindner moved to adjourn the meet-
ing. Seconded by Mr. Moser. The meeting adjourned at 9PM with the next
quarterly meeting scheduled for April 20, 1978.
