pfcm19770421POLICE AND FIRE COMMISSION OF THE CITY OF MUSKEG0 April 21, 1977 The Police and Fire Comission meeting of Thursday, April 21, 1977, was called to order by President Ahrens at 8:05PM at the Muskego City Hall. Mr. Ahrens, Mr. Bohrer, Mr. Horn, Mr. Moser and Chief Kraus were present. Mr. Lindner was absent. The minutes of the March 10, 1977 meeting were read and approved. There was no old business. Under new business Chief Kraus explained the examination process that was conducted for the promotion of a patrol officer to the position of Sergeant vacated by the resignation of Sgt. Robert Klenz. The following criteria was announced and followed for the candidates from within the department who met the qualifications set forth by the Muskego Common Council: A. Written examination consisting of 100 questions prepared by the State of Wisconsin pertaining to police science and supervision. This carried a 1/3 weight for the composite score. wr tten B. Twenty-five questions on policies and procedures of the Muskego Police Department which counted a 1/3 weight for the composite score. C. Oral examination conducted by Mr.' Fred Wileman, Mr. Al Berndt and Brookfield Police Chief Jerry Wolff. The oral exam also carried a 1/3 weight of the composite score. D. Percentage points for experience were accessed as follows: .5% for each year as a municipal police officer up to a maxi- mum of 10 years or a maximum total of 5%. This percentage factor of the composite grade of the above 3 exams was added to make the final grade. Page 2 April 21, 1977 The person scoring the highest final grade was appointed to the position of Sergeant on a probationary basis for a 6 months period during which time he may be demoted to his former position for cause without recourse to any grievance procedure. The State Bureau of Personnel then submitted the eligibility list with the final standings. Since James Mott placed the highest on this eligibility list, he was promoted to the position of Sergeant effective April 18, 1977. Chief Kraus then explained the new eligibility list for patrol officer (generalist). Chief Kraus read a letter addressed to him and Mr. Ahrens from Mayor Gottfried in which he requested that if feasible, a lateral entry applicant be hired to fill the vacant patrol officer's position caused by the promotion of a patrol officer to Sergeant. A lateral entry applicant would already have been certified by the State and thus save the City a great deal of money. As a result of this letter, Mr. Knowles of the State Bureau of Personnel was contacted and stated it is a frequent practice to integrate applicants from expired eligibility lists into the current eligibility list as long as they compete with the other candidates in all phases of the examin- ation process. Muskego Police and Fire Commissioners with the exception of Mr. Horn who was out of town, were contacted via the phone and granted the approval for same. The suggestion was made at this meeting that in the future such matters should be approved in writing and not via the phone. Thus 3 lateral entry applicants from the expired eligibility list of October 25. 1975 were given the State written exam and they were integrated with 12 applicants from the abeyance list of November 1975 who had already taken this same written State exam. Commissioners Lindner and Moser and Lt. Richard Scholz-of the Muskego Police Department conducted oral interviews with these candidates. Chief Kraus reported that the psychological testing of the top candidates had been discon- tinued due to the expense involved. - Page 3 April 21, 1977 According to the final grades submitted by the State Bureau of Personnel, 4 of the applicants failed and one failed to appear for the oral exam. David Warhanek had the highest score. Effective April 18, 1977, he was appointed Patrol Officer to fill the position vacated by the promotion of Officer Mott. Mr. Bohrer made the motion to approve the promotion of Officer James Mott to the position of Sergeant. Seconded by Mr. Moser. Motion carried unanimously. Mr. Moser moved to accept the appointment of David Warhanek as a patrol officer at the second salary step as he was already a certified police officer. Seconded by Mr. Horn. Motion carried unanimously. Mr. Bohrer moved to establish the certified date of the eligibility lists for both Sergeants and Patrol Officer to be the date both were certified by the State Bureau of Personnel, namely April 1, 1977.
