pfcm19770310POLICE AND FIRE COMMISSION OF THE CITY OF MUSKEG0 March 10, 1977 The meeting of the Police and Fire Commission of the City of Muskego was called to order on March 10, 1977 at 8:09PM by President William Ahrens. The following members were present: Mr. Ahrens, Mr. Bohrer, Mr. Horn, Mr. Moser and Chief of Police Ervin Kraus. Mr. Lindner was absent. The minutes of the last meeting, dated August 19, 1976, were read. Mr. Ahrens stated that "of the City of Muskego" should be added after Police and Fire Commission to make the title entirely correct. Since this was not a correction to the minutes, the minutes were approved as read with that addi- tion to be inserted by the Secretary. There was no old business. Under new business, Chief Kraus reported the resignation of Sergeant Robert Klenz effective April 15, 1977. Chief Kraus advised that the following qualifications for Sergeants had been set by the Muskego Common Council: three years of police experience and an Associate Degree in Police Science or five years of police experience. The various methods of filling this Sergeant's position were discussed. The eligibility list for Sergeants had automatically expired as no extensions had been made by a majority vote of the Commissioners prior to the date of expiration as stated in the minutes of the Police and Fire Commission Meeting of November 6, 1975. Mr. Bohrer made the motion that an open competitive examination shall be held for all qualified candidates within the department for the position of Sergeant. The motion was seconded by Mr. Horn. Motion carried unanimously. Mr. Horn made the motion authorizing Chief Kraus to retain the State to handle and set up the testing and oral board for the Sergeant's position. Motion seconded by Mr. Moser. Motion carried unanimously. The oral board is to consist of persons outside the Commissioners and the police department personnel. Page 2 March 10, 1977 Chief Kraus brought up the filling of the position vacated by the person promoted to Sergeant. A discussion was held on the options of filling this position by use of the eligibility list of lateral entry applicants of October 25, 1975 or the list of applicants held in abeyance from November 1975. The motion was made by Mr. Horn that the eligibility list of lateral entry applicants should be declared null and void per the rules of the Commission. The motion was seconded by Mr. Ahrens. Motion carried unani- mously. The suggestion was made, with the majority of Commissioners agreeing, that one month prior to the expiration date of any eligibility list, the Commissioners should be advised of same so that eligibility list can be renewed if so desired. It was decided that the first eighteen applicants on the list dated e November 1975 that was held in abeyance, should be contacted and if still interested in the position of Muskego patrol officer, should be invited to the oral interviews to be held at Muskego City Hall on March 26, 1977. Some suggestions of questions to be asked these applicants are to be sent to the Commissioners that will be participating in the oral interviews. April 2, 1977 was set as the date for the Sergeant's oral examination. The next meeting of the Commission is scheduled for July 21, 1977. Mr. Moser made the motion to adjourn the meeting. Mr. Ahrens stated it was not necessary for this motion to be seconded. Motion was accepted unanimously. Meeting adjourned at 9:35PM. Respectfully submitted, Richard Horn Secretary
