8:lO p.m. with the following members present. Mr. Ahrens, Mr. Lindner,
The meeting was called to order by President William Ahrens at
Mr. Moser, Mr. Bohrer and Chief Kraus.
The minutes of the September 18. 1973 meeting were read and approved
with the 9th paragraph being amended to read as follows:
"Mr. Ahrens brought the commission members up to date on where the
Michael T. Wilcox case stood. Mr. Wilcox had appealed with in the
time limit set by the state but did not include the reason for the
appeal as -required by Wisconsin Statutes. The commission does not
recognise the appeal and therefore will take no action."
Mr. Ahrens reported that the Teamsters Union came to the Chief with
a grievance regarding the Wilcox discharge. That Chief Kraus refused the
grievance. The grtevance was presented to Mayor Gottfried who turned it
over to the City Attorney, Mr. John Buckley. Mr. Buckley advised them
that the wrong procedure was followed and that the matter is closed.
Mr. Ahrens reported that the city has not created a position of
Community Service Officer and therefore no action can be taken regarding
the request of Mrs. M. Kathy Masch.

There was no second to this motion.
A motion was made by Mr. Ahrens as follows: "Resolved that it shall
long an eligilbility list should run because the commission was dead locked
Mr. Moser made a motion to table until the next meeting as to how

Bohrer. Motion carried.
Mr. Moser made a motion to adjourn at 9:35 p.m. to go into an
Executive Session. Seconded by Mr. Bohrer. Motion carried.
