pfcm19700910CITY OF MUSKEGO POLICE AND FIRE COMMISSION September 10, 1970 The September meeting of the Fire and Police Commission for the City of Kuskego was called to.order by President William Ahrens on Thursday, September 10, 1970 at 8:OO pm in the office of the Chief of Police. Mr. Warren Moser and Chief of Police, Ervin W. Kraus. Members present were Mr. William Ahrens, Mr. Walter Bohrer, Mr. Richard Horn, Paragraph 8 was deleted. The minutes were approved as corrected. The minutes of the last meeting, May 19, 1970 were read. The last sentence in As there had been no pressing business to discuss, no meetings were held in June, July, or August. Mr. Moser suggested that if the regular meeting is cancelled, that City Hall be notified. OLD BUSINESS: k. Moser accepted the post of Secretary of the Commission. After discussion of the job descriptions and qualifications the Commissioners agreed that the descriptions and qualifications as set down by Chief Kraus appeared to be qualified. NEW BUSINESS: Chief Kraus explained to the Commissioners the Wisconsin Law Enforce- ment Standards Board, stating that the minimum qualifications of the Department were above those as set forth by the Standards Board. After discussion of the Standards Board, Mr. MDser motioned that we approve the Wisconsin Law Enforcement Standards Board Act. The motion was seconded by Mr. Bohrer and the motion passed unanimously. General Conduct, Section 1, Paragraph 15 regarding members of the Department Chief Kraus suggested that a change be made in the Rules and Regulations under affiliating with labor unions. Mr. Ahrens read correspondance from City Attorney John Buckley wtiich stated that members of a Police Department could not 'join a labor union but could designate a labor union to represent them as a fact finder. The Commissioners decided that Chief Kraus would revise Paragraph 15 to comply with City Attorney John Buckley's letter, and that the revised paFagraph would be discussed at the next meeting. Department requesting a change in Paragraph 29 under Section 1 of the Rules and Chief Kraus showed the Commissioners a petition signed by members of the Police Regulations regarding members of the department participating in politics. A letter from City Attorney John Buckley regarding the authority of Police Officers to engage in political activities was read. Sgt. Leslie Meyer was asked by the members of members of the department would like to participate in politics at a local lkel the Commission to explain the reasoning behind the petition. The motion was seconded by Mr. Bohrer and the signs on their property. Mr. Horn motioned that we dalay a decision on a change in the motion passed unanimously. Chief Kraus showed the members of the Fire and Police Commission a questionnaire that was sent to surrounding departments and the graphs that were compiled from the information received.
