The major problem facing the department at this time is the need for a new recruitment program to establish a new eligibility list and the transfer of the funds necessary to provide for this program. The Public Safety Committee will submit the proposal to the Finance Committee for their approval. At this time, the Finance Committee has not taken any action on the proposal. Mr Ahrens reported that the Cmon Council had approved the creation of two lieutenants positions for the department. This would mean that, of the three sergeants acting as Division Commanders, two would be promoted to lieutenants and one would remain a ser- geant. Chief Kraus requested that the Commission set up an eligibility list for the position. The eligibility list may be set up from a closed promotional examination.or from an oral examination. Mr Bohrer reported that, since the Mayor was not present at the Common Council meeting, there is the possibility that he might veto the proposal or any one of the alderman might ask for a re-consideration of the proposal at the next meeting.
