CALL TO ORDER
Meeting was called to order at 6:00PM by Commissioner Mooney.
PLEDGE OF ALLEGIANCE
ROLL CALL
Commissioners Mooney, Kuspa, Jaske and Boyer were present. Commissioner Whittow was
excused. Chief Westphal was also present.
STATEMENT OF PUBLIC NOTICE
APPROVAL OF MINUTES
Commissioner Kuspa made a motion to approve the minutes from the October 21, 2021
meeting. Commissioner Boyer seconded. Motion passed all in favor.
PUBLIC APPEARANCE
REPORT FROM POLICE DEPARTMENT
Chief Westphal went through the goals he has set for the department in 2022. He advised the list was
sent out to the lieutenants who were given specific goals to work on with their shifts. Some of the goals
include traffic stop numbers, cutting down the overtime budget, EMD compliance, accreditation
expectations, maintaining safest city status, DAAT one -on-one training, boat patrol and school police
science program.
Chief advised the last five weeks have been very challenging for the police department with the new
strain of covid, and employees being out sick. He believes the worst is behind us and things have been
improving.
Kevin Scheidt will be starting with the PD on 1/31/22, he comes to us from the South Milwaukee Police
Department with three years of experience.
Dispatcher Emily Johnson left to take a dispatching job with Waukesha County Communications.
Officers Fox and Siadak will be wrapping up their field training in the next few weeks.
The department’s body worn cameras are starting to deteriorate. The department has been looking into
options for new ones as the company we bought ours from, no longer e xists and it is getting more difficult
to repair ours.
The department took place in a training of a digital mapping app that can be used in critical incidents.
Hoping the school district will also want to take part. There is a grant available and the de partment is
looking forward to exploring options.
Chief will be participating a New Chiefs Training next week and will be attending the Chief’s Conference
in the Dells in two weeks.
Chief is continuing to pursue neck up checkups for employees. He has been working with the labor
attorney on a policy that will be coming out soon.

NEW BUSINESS
Expedited Hiring Process –
Chief advised that he would like to add in the hiring process, that a PFC interview take place.
Language will be added to the policy and presented at the next meeting for a vote.
CLOSED SESSION
Commissioner Boyer made a motion to go into closed session at 7:00PM. Commissioner Jaske
seconded. Motion passed all in favor.
NOTICE OF CLOSED SESSION
PLEASE TAKE NOTICE that the Police & Fire Commission of the City of Muskego will
convene upon passage of the proper motion into closed session pursuant to State Statute,
Section 19.85 (1) (C ): Considering employment, promotion, compensation, or performance
evaluation data of any public employee over which the governmental body has jurisdiction or
exercises responsibility for the specific of considering employment, promotion, compensation,
or performance evaluation data, more specifically for the purpose of discussing specific
personnel issues within the police department.
OPEN SESSION
Commissioner Kuspa made a motion to go back into open session. Commissioner Boyer
seconded. Motion passed all in favor. Back in open session at 7:21PM.

passed all in favor.
