prbm20011210 MINUTES PARKS AND RECREATION BOARD MEETING CITY OF MUSKEGO December 10, 2001 Approved 1/14/02 Board President Toby Whipple called the monthly meeting of the Parks and Recreation Board, City of Muskego, to order at 6:30 p.m. The meeting notice was posted in accordance with the Open Meeting Law on December 6, 2001. Present: Mr. Jerald Hulbert, Ms. Kelly Koble, Mr. Richard Manchester, Mr. Howard Schneider, Mr. Toby Whipple, Ald. Wichgers and Mr. Craig Anderson (Director of Parks & Recreation). Absent: Ms. Debbie Carlson GUESTS: None APPROVAL OF MINUTES: November 12 Board Meeting Mr. Howard Schneider moved to approve the minutes of the November 12 Board Meeting. Mr. Richard Manchester seconded. Mr. Schneider clarified that the shingles for the Manchester Hill pavilion should read earth- tone cedar color. Upon a voice vote, the motion to approve the minutes as amended carried PERSONAL APPEARANCES: None. WRITTEN CORRESPONDENCE Dead Deer in Denoon Park Director Anderson reported there were two dead deer in Denoon Park. One was spotted by the staff within 25-30 feet off the road leading to the launch. The police department was notified. Then about a week later, another one was found about 100 yards away. They were just left there. Police Department Incident Reports No police department reports. OLD BUSINESS None. ALDERMAN'S REPORT Nothing to report at this time. Minutes, Parks & Recreation Board Meeting, December 10, 2001, page 2 DEPARTMENT REPORTS Teen Advisory Board Director Anderson reported that the Teen Advisory Board was selected last Thursday. Seven members were appointed, ranging in ages 13-16, representing all of the schools except St. Paul's. Catholic Memorial is also represented. There are three alternate members. This is a good start, but it is hoped that in the future, there will be more teens wanting to serve on the Board. The members will meet to get acquainted within the next few weeks. Alderman Petfalski is the alderman appointed to the serve on this Board. The Mayor is still looking for an adult to serve in an advisory capacity. Their first regular monthly meeting will be in January. They will be able to elect their own president, vice-president, and secretary as well as come up with their own agendas. Christmas Tree Lighting There were about 250-300 people at the event this year. It went very well. They had the lighting between the two singing events. The Chamber of Commerce did their holiday stroll and this tied in nicely with the tree lighting. The weather was great. Santa made his entry and was the hit of the tree lighting. Winter/Spring Registration Winter/Spring registration has started and is going like gangbusters. Only great things were heard from the people that were signing up for the programs. The department started telephone registration today, people could use their credit card to register and the department took in roughly $1,434. Park Arthur Director Anderson reported that they're waiting on language from Alderman Slocomb to be given to Sean McMullen for the bids. This should be out between the end of December and early part of January. Veterans' Memorial Park The bids for the shelter and boardwalk will be separate and they should be going out the week of December 28 or first week in January. Projects will probably be started in the spring. Mr. Schneider asked if fill could be obtained from the digging of the retention pond at Bluhm Farm Park? It would be a shorter distance to haul the material to Park Arthur. Director Anderson will discuss this with Mr. McMullen. NEW BUSINESS Muskego High School Sports Facilities Director Anderson, Mr. Whipple and Mr. Hulbert were at the joint meeting of the city council/school board. There was discussion on the 40 acres that the school district would purchase by the Educational Services Minutes, Parks & Recreation Board Meeting, December 10, 2001, page 3 Center building. Discussion was on whether or not to put in joint facilities with the city which would range from lighted soccer fields to lighted baseball fields to MAA (Muskego Athletic Association) baseball fields, a structure for locker rooms, bathrooms, and amenities. They are in the preliminary stages right now. They were there also to discuss the auditorium for the school. With the feasibility study that is going on with the theater right now, it was deemed that objectives from both groups really weren't going to be met on this issue. In regard to the field facilities, Scott Kugi, the Athletic Director, will be meeting with the coaching staff on laying out the plans for the sports facilities. Director Anderson will review their plans with them and then bring back the information to the Committee of the Whole. Another issue the Board members were updated on was that the high school tennis courts would not be available for the department's tennis program in 2002; therefore, the tennis program will be using the courts at Kurth Park and Schmidt Park. Some discussion on whether or not lighted tennis courts would be requested by the residents in the future. Ms. Koble had been asked by a neighbor if the courts had lights. Mr. Hulbert said people move into the community and expect the courts to be lit as in other communities. President Whipple stated that some of the lights are not used. How important is it? He would rather see lighted soccer fields and baseball fields. The Board members discussed briefly the lighted football field and the increased interest shown by the community in attending the events now that they can be held later on in the day. In summary, Director Anderson said the school board wanted to know if there was interest on the level of the city and he thought from the aldermen's point of view that there is an interest but it all comes down to the dollars and use. Recreation Trails Mr. Hulbert updated the Board members on the background of the conservation committee. Conservation subdivisions enable the developer to pull density off of one part of the subdivision and then cluster a group of homes leaving an open space for the homeowners. Conservation areas in the city could then be bought outright. Board members were provided with a map showing the development layout of the Candlewood Creek subdivision to show how recreation trails could be added. If this developer considers selling the open area, the conservation committee may be interested in buying the open space making it available to all citizens of the city. Mr. Hulbert asked if the Board members would be interested in the area, making it accessible through a trail system? The trail system could not follow the traditional trail plans such as gravel paths due to the wetlands, but could be marked as a trail with very minor improvements. He did not think the conservation committee would be taking on a project like this themselves. Does the Board want to get involved in this type of recreation trails? The conservation areas would not be under the control of the Board, but the trails would be under their control. Mr. Schneider thought the plan made sense if everybody could use it. President Whipple stated if it benefited the whole community, then they should pursue it; otherwise, if it doesn't, don't. The consensus of the Board members was if the areas could be made accessible and used by all the people. Mr. Hulbert also mentioned other areas in the city that could become potential conservation areas where recreation trails could be designated. He thought the cost would be minimal as the trails would not be developed as current trails are now. The WDNR (Wisconsin Department of Natural Resources) and the Corps of Engineers would have some say in it. He asked what, if any, direction he could take back to the Plan Commission? Director Anderson expressed that any conservation plans that come through, the Board would be looking at them any way and they could generate interest at that time. Alderman Wichgers suggested to set a precedence to always have them put in the plan as it is easier to take them out once they have been plotted. The Board would only be interested in passive use of the areas and available to all residents. OTHER BUSINESS Minutes, Parks & Recreation Board Meeting, December 10, 2001, page 4 Subdivision Plans from Plan Commission Big Muskego Lakes Estates Board members reviewed the preliminary plat for the Big Muskego Lakes Estates subdivision. Mr. Hulbert pointed out the location was along Durham Drive, the Benke property. The plans depicted the west side of Durham Drive developed with 54 homes on 1/2 acre-1 acre lots and the east side of Durham Drive would be not be developed and sold to the WDNR. Mr. Hulbert moved to accept park dedication fees in lieu of land donation. Mr. Manchester seconded. Upon a voice vote, the motion carried. Next Meeting –January 14, 2002 COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Alderman Wichgers went over briefly the two reconstruction plans proposed for Durham Drive. At the next Committee of the Whole meeting, they should have some idea what direction they will go. Mr. Hulbert would like placed on June, 2002 agenda adding the portion of the recreation trail by Champions Village open to equestrian usage.
