prbm20011112 MINUTES PARKS AND RECREATION BOARD MEETING CITY OF MUSKEGO November 12, 2001 Approved, as amended, 12/10/01 Board President Toby Whipple called the monthly meeting of the Parks and Recreation Board, City of Muskego, to order at 6:30 p.m. The meeting notice was posted in accordance with the Open Meeting Law on November 8, 2001. Present: Ms. Debbie Carlson (6:40 p.m.), Ms. Kelly Koble, Mr. Richard Manchester, Mr. Howard Schneider, Mr. Toby Whipple, Ald. Wichgers and Mr. Craig Anderson (Director of Parks & Recreation). Absent: Mr. Jerald Hulbert GUESTS: Alderman Petfalski APPROVAL OF MINUTES: October 8 Board Meeting Mr. Richard Manchester moved to approve the minutes of the October 8 Board Meeting. Mr. Howard Schneider seconded. Upon a voice vote, the motion carried PERSONAL APPEARANCES: None. WRITTEN CORRESPONDENCE Police Department Incident Reports No police department reports. Bluhm Park Vandalism Director Anderson reported that there was some vandalism at Bluhm. A vehicle drove on the lawn between McShane Drive and ball field #2. There was turf damage and the crew picked up several beer cans. OLD BUSINESS Manchester Hill Park Pavilion Finance Committee approved the work for Manchester Hill Park pavilion. Board members reviewed the construction prints for the 30' x 44' pavilion. It would be similar to the Veterans' Memorial Park pavilion. The Board members needed to select a color for the shingles, either dual brown or earth-tone cedar. Ms. Koble moved to choose the earth-tone cedar color for the shingles. Alderman Wichgers seconded. No further discussion. Upon a voice vote, the motion carried unanimously. Delivery should be sometime in April and the Department of Public Works (DPW) knows they will be doing the leveling and preparation work and they Minutes, Parks & Recreation Board Meeting, November 12, 2001, page 2 will try and get it done this fall, but, if not, they will be doing it in the spring. Mr. Manchester questioned the 4' depth on the footings, are they deep enough? Director Anderson said that Engineer Sean McMullen still had to look at the prints. Mr. Manchester moved to approve the construction prints, contingent upon the city engineer's review. Alderman Wichgers seconded. No further discussion. Upon a voice vote, the motion carried unanimously. ALDERMAN'S REPORT Nothing to report at this time. DEPARTMENT REPORTS Winter/Spring Program Guide The 2002 Winter/Spring Program Guide is 56 pages and will go out the end of November. There are a lot of new programs and the department is expecting a strong registration. Kurth Park The WDNR (Wisconsin Department of Natural Resources) did approve the Chapter 30 and this needs to be published in THE SUN. They can start grading in May. Director Anderson will contact Sean McMullen to see if DPW can do the grading or if it will have to be bid out. Board members discussed briefly the Woods Road entrance to the park. Big Muskego Lake Launch Director Anderson advised the Board members that cattails were again clogging the channel at the Big Muskego Lake boat launch. Five weeks ago, a contractor had removed the cattails, but the high winds that occurred recently blew the cattail debris into the channel. The department has made arrangements with Hunter's Nest for use of their launch. They will honor the season pass holders. Their launch fee is the same as the city's daily launch. Also, the Big Muskego Lake district is purchasing a weed cutter and the department may be able to use it to cut the launch area. NEW BUSINESS Veterans' Memorial Park Director Anderson presented the Board with a quote from F & W Landscape Specialists, Inc. for the restoration work for Veteran's Memorial Park. He was also expecting a quote from Lamb's Nursery, but as of the meeting time, that quote had not been received and the department's fax machine and mail had been checked before the start of the meeting. The restoration work would be for where the electrical, sewer and water lines are run and replacement of the traffic bond on the paths with topsoil, top dressing, doing dormant seeding so the park would be landscaped. There is a possibility that this could be covered by the stewardship grant as there may be some remaining funds from other portions of the project. Mr. Manchester moved to approve the bid in the amount of $4,500 for restoration of the park. Ms. Debbie Carlson seconded. There was discussion on the second quote not being received. Upon a voice vote, the motion carried unanimously. Minutes, Parks & Recreation Board Meeting, November 12, 2001, page 3 Boxhorn Launch on Big Muskego Lake Director Anderson shared with the Board members that the city is considering leasing the launch and parking area at the Boxhorn Gun Club. It is a much better launch as it opens up directly into the lake. Ms. Koble mentioned that the lake association may have launching rights. Director Anderson said consideration would be given for the first year, but after that, they would be paying the same as other users. OTHER BUSINESS Subdivision Plans from Plan Commission Riverview Court Preliminary Plat Board members had reviewed the plan earlier in June as submitted from the Plan Commission. This plan now shows the extension for the bike path. Mr. Schneider moved to accept park dedication fees in lieu of land donation. Ms. Koble seconded. Upon a voice vote, the motion carried unanimously. Next Meeting –December 10, 2001 COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW Board members were reminded the department would like their information for the web page. Board members were in receipt of a letter from Suzi Link of the Little Muskego Lake Protection & Rehabilitation District thanking them for the use of Park Arthur for weed tipping in 2001. Ms. Koble questioned what was happening at Park Arthur? Director Anderson reported that they are still waiting for the city engineer to put out bids on the fill material to be trucked to the park. (Alderman Wichgers departed at 6:58 p.m. for the Common Council's public hearing on the 2002 budget.) The bids should be done by the second week in December. Mr. Manchester inquired if the historical society was getting any assistance in the relocation of the Old Town Hall; if not, he felt the Board should recommend to Finance Committee to approve funds to help them with the move. Director Anderson said the city had budgeted $150,000 for moving the town hall. Mr. Manchester thought that was a good idea and with the plan the historical society has, it should probably be paying for itself within a few years.
