PRB080300minutes PARK ARTHUR CONCEPTUAL PLAN COMMITTEE MEETING MINUTES CITY OF MUSKEGO AUGUST 3, 2000 Approved The meeting was called to order at 6:30 p.m. The meeting was posted in accordance with the Open Meeting Law on August 1, 2000. Present: Mr. Toby Whipple, Mr. Jerald Hulbert, Mr. Howie Schneider, and Mr. Craig Anderson (Parks & Recreation Director) Old Business: Park Arthur: A proposed conceptual plan, created by staff, was shown to the committee. Discussion included placing 2 parking lots near College Avenue and showing a future parking lot near Martin Drive (if the parcel of land between Martin and the park were ever purchased) and moving the soccer field locations to accommodate the second parking lot. The city engineer provided the committee a plan on erosion control for the proposed fill project, as requested by Mr. Howie Schneider. A temporary road will be installed to go back to the hill area of the park where 72,000 cubic yard of fill will be placed. The central portion of the hill will be stripped to accommodate the fill and a 3-4 foot berm will be situated at the bottom of the hill to prevent erosion into the wetland area. Discussion took place on the steps to follow. Staff will make the changes to the conceptual plan and the committee will present to the Parks & Recreation Board on Monday, August 14. Plan staff and engineer will make comments on the plan before a public hearing is held. Committee asked that the plan director and city engineer be there in the event of questions that the Board cannot answer. No date was chosen. It was also decided that city staff would put together the park plan rather than hire a consultant to do so {city engineer was asked and he agreed}. Meeting was adjourned at 7:40 p.m. No future date was set because this committee’s work was accomplished.
