PRB102399minutes PARKS AND RECREATION BOARD MEETING MINUTES CITY OF MUSKEGO OCTOBER 23, 1999 APPROVED The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 8:02 a.m. by Chairperson Jerald Hulbert (Note: This parks tour/meeting was held in lieu of the November meeting). The meeting notice was posted in accordance with the Open Meeting Law on October 20, 1999. Present: Mr. Jerald Hulbert, Mrs. Kelly Koble, Ald. Le Doux and Mr. Craig Anderson (Director of Parks & Recreation), Mr. Richard Manchester, Mr. Howard Schneider, and Mr. Toby Whipple. Absent: Mrs. Debbie Carlson (Excused) APPROVAL OF MINUTES: Ald. Le Doux moved to approve the minutes of October 11, 1999 meeting. Seconded by Mr. Richard Manchester. Carried by all. COMMUNICATIONS: None OLD BUSINESS: A tour of the parks system was conducted (itinerary attached). Listed below is a summary of what happened at each site. City Hall (Veterans Memorial Park): Conceptual plan for this site was discussed. Ald. Le Doux questioned the location of the pavilion the Lions Club will be constructing in 2000. It was suggested to contact the Festival Committee/Lions Club to have questions answered on location. It was reminded to Board that any projects or phases to be done would need to be brought back to the Board just as the food courtyard project was. Old Muskego Settlement Centre: Question on the status of the plan for this site as well as the state of some of the dilapidated buildings. Ald. Le Doux will be meeting with Parks & Recreation Director to strategize options for Committee of the Whole. Minutes, Parks and Recreation Board Meeting (Park Tour), October 23, 1999, page 2 Horn Field: Discussion on all the positive projects done at Horn included: park building, field, scoreboard, playground, fencing, etc. Only projects left for this park include playground surfacing, painting of backside of building (to be finished by Land O’ Lakes), larger bleacher sections, and expanding/repaving parking lot area. Lions Park: Building was finished to the delight of the Board. Item discussed was fencing of the baseball field area. Jensen Park: Discussion on the status of the Jensen building. Board confirmed the decision by Committee of the Whole (C.O.W.) to do a master plan, including structural status, and bring back options to Board before taking to C.O.W. (dismantling, improvement, improvement/expansion, selling that portion of land). Idle Isle Park: Discussion on moving light pole closest to bridge to current boat launch area. Also, discussion on “No Fishing” signs. This will be agenda item for December. Work done on fishing pier, new playgrounds, and painting of building was discussed as positive. Adding parking lot/walkway re-paving was asked to be put on road program for 2000, if it can be. Also, extending no trailer parking, by expanding parking lot to tree line, was discussed. Park Arthur: Was visited and briefly discussed on issues regarding access, sled hill, and future plan. Manchester Hill Park: Board liked the new playground. Projects still to be done include accessible path and picnic area. Also discussed was path from road to pond for ice skating purposes. Path would be gravel to pond access. Estimated cost was $3,500. Lighting and warming area would be addressed after ice skating pond area is used. Would like this to be done before end of 1999. Set of bleachers would be brought to pond/path area. Schmidt Park: Was not visited. Minutes, Parks and Recreation Board Meeting (Park Tour), October 23, 1999, page 3 Kurth Park: Conceptual plan was discussed. Central section should be done by Spring along with natural fence line being planted in Spring of 2000. Future items will entail playground equipment, ball field, and tennis court area. Building will be done by staff from operating budget 2000. Bluhm Farm Park: Idea of sledding hill was discussed. Decided not to build because of Park Arthur sled hill and Lake Denoon Middle School building one. Also discussed was parcel of property (30 acres) diagonal to the park. Person representing seller will be at December meeting. Also, Tudor Oaks land was discussed. Mr. Hulbert indicated there was potential to lease land for long term from Tudor Oaks. If so, Board would like to see fill be used from Superior Emerald Park Landfill, Inc. to level area for playing fields. Will be agenda item for December meeting. Denoon Park: New baseball field was looked at along with “fill area.” Reseeding of that area was again discussed. ADJOURNMENT: There being no further business, Mr. Howie Schneider moved for adjournment, seconded by Mr. Richard Manchester. Upon a voice vote, the motion carried.
