CALL TO ORDER
Chairman Slocomb called the meeting to order at 5:05 PM.
ROLL CALL
Present: Analiese Smith, Roland Kieffer, Mark Slocomb, Ald. Eileen Madden, Greg Burmeister
and Harvey Schweitzer; Scott Kroeger, Director of Public Works and Development
Absent: Patrick Murray, Michael Cowling, and Daniel Otzelberger, GFL Environmental
Guests: Jo Spear, Jr., JSA Environmental; Chad Siegle, GFL Environmental; Frank Perugini,
ESC;
STATEMENT OF PUBLIC NOTICE
The meeting was posted in accordance with the Wisconsin open meeting laws.
APPROVAL OF MINUTES OF THE JANUARY 4, 2021 MEETING
Ald. Madden made a motion to approve the minutes of the January 4, 2021 meeting. Ms.
Smith seconded.
Motion Passed 6 in favor.
OPEN FORUM
(Limit to 5 Minutes/Person) Opportunity for citizens to address the committee on issues
relevant to the current landfill operation.
COMPLIANCE OFFICER REPORT
Mr. Spear handed out his annual report and first quarter report. He mentioned that Mr. Siegle
identified an odor leaking from a well (area of 7 South) in February, he sealed it up and no
complaints thereafter. Mr. Schweitzer asked Mr. Siegle to explain how/what they did to discover
and correct the leaking vault. Mr. Siegle explained the process to the Committee. Chairman
Slocomb also asked Mr. Siegle about keeping a better eye on future contractors to be sure no
shortcuts were happening. He felt that was why we were having some of the current odor
issues since the last cell was created. Mr. Siegle mentioned the Landfill now has a full time
Well Tech, that he feels has been a great asset and another “pair of eyes” to oversee day-to-
day operations.
STATUS OF PROJECTS
Clay Extraction
Mr. Siegle using mainly for daily cover. New cell construction in mid-May will create a
stockpile in the SW corner of the Landfill.
MMSD Project
Mr. Siegle said we are pulling 2400 CFM and MMSD is taking 1500 CFM daily.
Electronic Recycling
Mr. Siegle stated it is slower this time of year and it’s easier to keep the area neat and clean.
Chairman Slocomb explained to the Committee that he just received correspondence from the
WI-DNR that they are going to change the regulations in regards to E-Waste. Ms. Smith
stated public comments will be accepted until April 16th.
Residential Drop-Off Site
Mr. Siegle stated the site will be moved during the 3rd quarter at the same time of the cell
construction. No dates have been set at this time.
Well Testing for Well Water Protection Area
Mr. Perugini stated the 35 homes to be sampled in December 2020 were done in Feb 2021.
Lab issues caused 16 samples to expire and needed to be retested. Most were re-done in early
March.
Plan Modification Issues
Mr. Siegle stated none at this time.
Property Protection/Sociological
Mr. Siegle said payments and combined letter (ADS and GFL) was sent in mid-January.
Household Hazardous Waste
Ms. Smith handed out two reports. One is for 2020 and compares to 2019. All numbers down
for 2020 with Covid shut downs, but did start to see an upswing later in the year. Two sites
were shut down in 2020 (Franklin and Muskego). Ms. Smith is working with GFL to get the HHW
site up and running at the Landfill, hopefully in 2021, with plans to be open twice per month.
The second report is Jan-Feb 2021, numbers are still down overall, but usage is climbing back
up to pre-Covid.

CONTINUING BUSINESS
Updates on Odor Complaints
Mr. Kieffer and Mr. Schweitzer both happy with odor at this time. Mr. Kieffer reminded
everyone to really pay attention to the flags and the direction of the wind. Sometimes the odor
is NOT coming from our Landfill, but from the Franklin (WM) site next door. Mr. Kieffer asked
Mr. Siegle about cleaning up Hwy 45 and the exterior of the Landfill, as the Franklin side
already completed their post winter cleanup. Mr. Siegle said he was in the process of hiring
temporary workers for cleanup.
OTHER BUSINESS
Review Payments made from Committee Funds
Confirm Next Meeting Date: June 28th, 2021 at 4:00 PM for Annual Tour followed by
Meeting at 5:00 PM.
The Committee discussed separating the tour date from the meeting date. The Committee and
Director Kroeger talked about using the Landfill Conference Building vs the Council Chambers
in City Hall for future meetings.

Ald. Madden made a motion to adjourn at 6:08 PM. Mr. Schweitzer seconded.
