Landfill Standing Commitee Minutes - 4/9/2018 CITY OF MUSKEGO LANDFILL STANDING COMMITTEE AGENDA April 9, 2018 5:00 PM Conference Room, Gas Building, Advanced Disposal Emerald Park Landfill, LLC, W124 th S10629 124 Street Muskego, WI 53150 CALL TO ORDER Chairman Slocomb called the meeting to order at 5:11 PM. ROLL CALL Present: Rebecca Mattano, Don Mateicka, Sr., Roland Kiefer, Mark Slocomb, Ald. Eileen Madden, Michael Cowling, Harvey Schweitzer, Scott Kroeger, Director of Public Works and Development Absent: Patrick Murray, Greg Burmeister, Mike Hackney Guests: Brett Coogan, Jo Spear, Jr., Tyler Field, Cornerstone, Captain Craig Simuncak, Muskego Police Dept. STATEMENT OF PUBLIC NOTICE The meeting was posted in accordance with the Wisconsin open meeting laws. APPROVAL OF MINUTES OF THE JANUARY 8, 2018 MEETING Michael Cowling made a motion to approve the minutes of the January 8, 2018, meeting, Alderman Madden seconded. Motion Passed 7 in favor<againsttext> 0 opposed</againsttext>. OPEN FORUM (Limit to 5 Minutes/Person) Opportunity for citizens to address the committee on issues relevant to the current landfill operation. COMPLIANCE OFFICER REPORT Mr. Spear stated since the last meeting three odor complaints were received along 8 Mile Road. He also handed out the electronic and paper copies of the 2017 Annual Audit Summary. Mr. Spear did a quick synopsis of the report. The report will to the City website as well. STATUS OF PROJECTS 1 Clay Extraction Mr. Coogan stated none at this time. 2 Household Hazardous Waste Landfill Standing Committee Agenda 2 April 9, 2018 Ms. Mattano handed out the new updated summary sheet. Being early in the year, budget is on track. Committee discussed CFL bulbs and propane tank recycling. 3 MMSD Project Mr. Coogan stated all is going well. May look into purchasing electrical equipment instead of continuing to rent. 4 Electronic Recycling Mr. Coogan stated no complaints that he was aware of and things have been going well with the third party vendor. 5 Residential Drop-Off Site Mr. Coogan stated Planning Commission approved the new Drop-Off Site, now working on getting quotes fron contractors. No timeline at this point. 6 Well Testing for Well Water Protection Area 7 Plan Modification Issues 8 Property Protection/Sociological NEW BUSINESS 1 Captain Simuncak to speak regarding the previous year's Police Firing Range usage. Captain Simuncak stated the range was used a total of 55 times in 2017 and was not aware of any issues or complaints. He inquired about extending the evening hours to 6pm to allow for more practice of the less experienced Muskego officers on staff. The Landfill Committee agreed this was not an issue. Captain Simuncak and the Landfill Committee also discussed as a whole that the 105 use rule shall remain in place. This includes use by other communities or law enforcement agencies. CONTINUING BUSINESS OTHER BUSINESS 1 Review Payments made from Committee Funds 2 Confirm Next Meeting Date: July 9th, 2018 at 4:00 PM for the Annual Tour (Meeting at 5:00 PM) Committee members agreed to July tour and meeting date. COMMUNICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW CITIZEN COMMENTARY (Limited to 15 Minutes) Time for citizens to respond to agenda items discussed at this meeting.
