CALL TO ORDER
Chairman Toby Whipple called the meeting to order at 5:40 PM.
PLEDGE OF ALLEGIANCE
Those present recited the Pledge of Allegiance.
ROLL CALL
Present: Toby Whipple, Ald. Kevin Kubacki, Barbara Erdmann, Brett Hyde, Paul Peardon,
Jerry Hulbert, Howard Schneider, Bill Miller and Director Jeff Muenkel.
Excused: Sharon Roy
STATEMENT OF PUBLIC NOTICE
The meeting was noticed in accordance with the open meeting laws.
APPROVAL OF MINUTES FROM OCTOBER 4, 2016
Brett Hyde made a motion to approve the minutes of October 4, 2016. Bill Miller
seconded.
Motion Passed 8 in favor.
NEW BUSINESS
Park and Conservation Plan Recommendation Prioritization
The Committee reviewed the recommendations from the adopted Parks and Conservation
Plan and determined the top priorities for each item/location. The following top priorities were
identified and staff was directed to start assembling ranges of costs of all recommendations for
further prioritization during the course of 2017.
General Park System
· Splash Pad
· Ice Rink
Bluhm
· Paved trail along McShane to Tudor Oaks
Denoon
· Update Boat Launch Area (dredging, ramp, pedestrian accessibility)
Freedom Square
· Update Tennis/basketball surface
Idle Isle
· Boat wash station (spring 2017 if possible)
· Restore shoreline of entire park
· Increase beach frontage
Kurth Park
· Remove basketball court from parking lot and add new half court outside of parking lot
· Rehab/update storage bathroom building
Jesnsen
· Remove rec building and find alternative programming locations
Lee Hubka
· Clean up access and shoreline to creek; signage
Lions Park
· Expand parking lot
Manchester Hill Park
· Pond Enhancements (dredging, stocking, shoreline clean up, piers, ice rink)
Moorland Park
· Add pavilion for future rentals
Park Arthur
· Add Playground equipment
Schmidt Park
· Replace/fix tennis court fencing
· Replace benches/picnic tables
Horn Field
· Add new trail thru forest to Settlement Center
Veteran’s Park
· Add permanent basketball/tetherball/small disc golf in park for increased summer rec
programming use
· Possible bank shelter
Settlement
· Identify barn repairs to make usable for events and possible cost share
Badertscher Preserve
· Investigate interpretive education center costs/benefits
· Invest in trail system and accessibility (boardwalks/crossings, etc.)
Engel Conservation Area
· Investigate interpretive education center costs/benefits
· Invest in trail system and accessibility (boardwalks/crossings, etc.)
