PRB092698minutes PARKS AND RECREATION BOARD MEETING CITY OF MUSKEGO Saturday, September 26, 1998 The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 8:04 a.m. by Chairman Jerald Hulbert (Note: This meeting was held in lieu of the October meeting). PRESENT: Jerald Hulbert, Richard Manchester, Alderman Pat Patterson, Howard Schneider, Ron Stephens, Toby Whipple, and Craig Anderson (Director, Parks and Recreation Department) ABSENT: Debbie Carlson (Excused) GUESTS: None The meeting was posted in accordance with the open meeting laws on Thursday, September 17, 1998. APPROVAL OF MINUTES: Alderman Patterson moved to approve the minutes of September 14, as amended, and Mr. Rich Manchester seconded. Changes are the date of minutes approved to be August 10. Upon a voice vote, the motion carried. COMMUNICATIONS: None OLD BUSINESS: Park Dedication Carry-overs A tour of the parks system was conducted (itinerary attached). Listed below is a summary of what happened at each site. City Hall (Leisure Park): Leisure Park site plan was discussed while on site with emphasis on skating rink, placement of playground equipment, and boardwalk through woods to connect Muskego Historical Society to park area. More will be discussed at next Board Meeting, November 9, 1998. Horn Field: Park dedication accounts were discussed. Improvements to the ball field were discussed with a quote from Natural Athletic Turf to make repairs to the field. Mr. Toby Whipple moved to approve ball-diamond repairs to be paid out of Park Dedication money. Seconded by Ron Stephens. Upon a voice vote, the motion carried. Mr. Anderson will check into team bench prices for repair or replacement. Also, playground equipment will be inspected for safety. It was mentioned to have the Land of Lakes league (Jim Haag) paint the bull-pen poles and the foul poles to be painted by staff. The snow fence behind Horn building is to be pulled and a “No Trespassing” sign to be posted. Chain link fence will be connected at corner of lot and extend to Horn building. Lions Park: Discussion involved replacing the rotten wood on the building and paint the outside Basswood Brown (to be done by staff). Old Muskego Settlement Centre: Discussion included trying to re-establish the bike/pedestrian trail from the Settlement Centre to Horn. Stone chips need to be laid by D.P.W. (Department of Public Works). Jensen Park: At this time, park was in good condition. Idle Isle: Items to be done include: remove rocks by pier, remove stake by beach, move tree from behind parking lot in the event of expansion, D.P.W. to re-patch walk-way trail, establish sand under swing-set, research trying to establish catch basin for water from building, and discuss with Tom Zagar, Lakes Project Coordinator, the erosion problem and identify solution for the problem. Parkland Plaza Park: Location of the playground was discussed. Area on hill between Kozey apartments and park itself was identified as a viable location. Staff will mow and clean out that area this Fall. Kurth Park: Board became familiar with site and will wait for study to come back from Toki & Associates. Bluhm Farm Park: Costs will be gotten to repair/replace backstop and fencing by team benches. Also, just like Horn, team bench repair/replace costs will be gotten. Denoon Park: The fill project was looked at and discussed. Future issues are what sport facilities will be put out there now that the playing field is level. ADJOURNMENT: There being no further business, Alderman Patterson moved for adjournment, seconded by Mr. Manchester. Upon a voice vote, the motion carried.
