PRB071497minutes2MINUTES PARKS AND RECREATION BOARD, CITY OF MUSKEGO MONDAY, JULY 14, 1997 The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 7:25 p.m. by Chairperson Toby Whipple. PRESENT: Debbie Carlson, Howard Schneider, Alderman Mark Slocomb, Toby Whipple, Gordon L. Jacobson (Recreation Director), PeterTheis (Parks Director), ABSENT: Jerald Hulbert (excused), Richard Manchester (excused), Ron Stephens (excused) GUESTS: List attached. Notice of the meeting was posted on July 10 in accordance with the Open Meeting Law. APPROVAL OF MINUTES: A motion was made by Howard Schneider to approve the minutes Of l the Board meeting held on Monday, June 9, 1997, as mailed. Alderman Mark Slocomb seconded. Motion carried, all in favor. PERSONAL APPEARANCES: Kurth Park Alderwoman Woodard addressed her concerns regarding Kurth Park at the public hearing held earlier. WRITTEN CORRESPONDENCE: Park Dedication Fees The Board members were in receipt of a report from the Planning Department on the park dedication fees. Alderman Mark Slocomb expressed concerns regarding the reports. His concern centered on the elevated fees. Issues to be on the July 16 Finance Committee agenda. OLD BUSINESS: Adopt-a-Trail Program Pete Theis, Parks Director, shared information on the trail program and indicated that information had also appeared in the a City newsletter. He has had interested groups offer to participate in the program. CNI to do an article. Minutes, Parks & Recreation Board Meeting, July 14, 1997 2 DEPARTMENT REPORTS: RECREATION Proqram status Gordy Jacobson, Recreation Director, shared summer program information with the Parks and Recreation Board members. Discussion followed on teen outings and eliminating non-resident fees for all recreation program trips. Alderman Slocomb suggested putting item on next month's agenda. Fall recreation book update Recreation Director Jacobson shared information on the recreation book progress. A larger monitor is desired for better layout of recreation book as well as City newsletter and future projects. MHS swimminq pool update Gordy Jacobson reported that the Muskego High School pool should be ready by August 13. PARKS Parkland Plaza for fall soccer proqram Parks Director Peter Theis felt the field at Parkland Plaza would be ready for limited use this fall. He felt the parking lot should be paved for an estimated 38 cars. The 1997 Parks Dedication budget cost estimated at a little over $11,680. In discussion with contractors, he felt the project could be done for under $10,000. Alderman Slocomb recommended that Pete take the paving request to Finance Committee for approval to solicit bids. Lannon Drive bike path Pete discussed with the Board members the restoration of the Lannon Drive bike path. A question was raised regarding turf or stone between the edge of the road and the path itself? He will check to see what is in the specifications. Overall, the Board members were pleased with the bike path. Allowinq doqs on Muskeqo Recreation Trail connections The department was in receipt of a request from the Mayor to allow dogs on the Muskego Recreation Trail connections. Parks Director Theis presented the Board with a sketch of the trail showing the connections and updated the Board on the ordinance. After discussion, Debbie Carlson moved, Howard Schneider seconded to allow doqs on the Muskego Recreation Trail connections under the same rules as other parks. Upon a voice vote, the motion carried all in favor. Minutes, Parks & Recreation Board Meeting, July 14, 1997 3 Underground storaqe tank soil remediation project Pete Theis reported they had 440 tons of soil excavated so far from the Parks Headquarters site, utilizing about 25% of the budget. There will be ongoing soil and water monitoring of the area. July 3 fireworks event In regard to the July 3 fireworks event at Idle Isle, Pete stated there was nothing negative to report. Toby Whipple said the event went well as he was in attendance. Debbie Carlson expressed that it was a good program. Idle Isle beach report Parks Director Theis shared, in detail, the testing report with the Board. The water quality has been deemed safe and, therefore, the beach has been reopened. Police Department incident reports Since the last Board meeting, the police department has responded to (1) security problem at Kurth Park, (2) stolen boat motor and boat at Denoon Park, (3) vehicle access across new pathway between Lions and Racine Avenue, (4) gang graffiti at Idle Isle and kids hanging out, causing trouble; two evictions have taken place at Idle Isle. NEW BUSINESS, OTHER BUSINESS Subdivision plans from Plan Commission There were no plans for the Board to review. 5-year land acquisition plan Pete advised the Board members that when the 5-year plan is revised, the tax key number is used to identify a potential purchase. This will be an agenda item for August meeting. COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW: Alderman Mark Slocomb moved for Ron Stephens to serve on the Capital Budget Committee. Debbie Carlson seconded. Upon a voice vote, the motion carried, all approved. Pete informed the Board that the department starting collecting fees at the Denoon boat launch on June 27 which has been going real well. He has received comments about improving the launch site services now that these fees are being collected. Pete reported that the department had received a request for a posting at the Luther Parker Cemetery. The Parks and Recreation Board has been given jurisdiction over this Minutes, Parks & Recreation Board Meeting, July 14, 1997 4 cemetery. The individuals who have been instrumental in taking care of the cemetery would like it posted that the cemetery is under the jurisdiction of the Parks and Recreation Board and that the Parks Department needs to be contacted regarding any activity at the cemetery. The Board had no problem with the posting. ADJOURNMENT: There being no further business, Alderman Mark Slocomb moved to adjourn, Howard Schneider seconded. The motion carried, all in favor.
