PARKS AND RECREATION BOARD, CITY OF MUSKEGO
MONDAY, NOVEMBER 11 1996
The monthly meeting of the Parks and Recreation Board, City of
Muskego, was called to order at 6:00 p.m. by Chairperson Jerald Hulbert.
PRESENT: Debbie Carlson (6:05 p.m.), Jerald Hulbert, Richard
Manchester, Ald. Pat Patterson (6:05 p.m.), Howard Schneider, Ron Stephens, Toby Whipple (6:lO p.m.),
Gordon L. Jacobson (Recreation Director) and Peter
Theis (Parks Director)

Notice of the meeting was posted on November I in accordance with the Open Meeting Law.
APPROVAL OF MINUTES:
A motion was made by Howard Schneider to approve the minutes of
the Park Tour held on Saturday, October 12, as mailed. Ron
Stephens seconded. Motion carried.
A motion was made by Ron Stephens to approve the minutes of the Board meeting held on Monday, October 14, 1996, as corrected.
The correction being on page 3, under Water Bugs Ski Team,
Howard Schneider should be listed as a lake association representative, not as a lake district representative. Richard
Manchester seconded. Motion carried.
PERSONAL APPEARANCES:
Icetronauts' 1996-97 trail request
Dan Lecus of the Muskego Icetronauts appeared before the Board
to request access through two parks and Lake Access #17 for
snowobile trail use. No change from request from last year.
No geogrid fabric layed down on Lake Access #17 yet, status unknown. Pete recommended that if geogrid has not been layed,
then approval may be granted. If construction is occurring,
approval should not be granted. Trail request to be put on
December agenda to review for Lake Access #17. Pete reviewed
Bluhm complaints, no problem with Denoon. Pete didn't see any
damage to Bluhm. Neighbors did complain about noise also.
These trails are part of the entire Waukesha County trail
system, not just local/community trails. Ron Stephens moved to
grant approval for use of Denoon and Bluhm parks for snowmobile trail, with decision for use of Lake Access #17 deferred to December Board meetinq. Howard Schneider seconded. Motion
carried, all approved.

WRITTEN CORRESPONDENCE:
Boatinq and skiinq effects on dredqinq project
Mark Paulat provided a letter and two sketches for the Board's review. The first sketch showed depth readings right after the dredging project, late April and early May and the second sketch reflected depth readings taken November 8. Mr. Paulat concluded that the channel is in the same condition as before
the dredging. The information provided was considered
favorable. In Mark's assessment of the dredging projects, damage from the Water Bugs ski activity was not evident.
Jensen Park Recreation Building evaluation
The Board members reviewed the reports from Chuck Dykstra, the
City's Building Director; and from Ruekert & Mielke, the City's
engineers on the Jensen Park recreation building. After
in-depth discussion, a recommendation for a sub-committee was
made by Gordy and Pete. Ron Stephens offered to be on the
sub-committee. It was decided to begin sub-committee meetings
after January 1, 1997. Howard Schneider and Richard Manchester
will serve on the sub-committee.
Muskego Historical Society annual financial report
The Board members reviewed the financial reports submitted by the Muskego Historical Society. Chairman Hulbert expressed
concern regarding the negative cash flow and future building
projects.
OLD BUSINESS:
Thiesenhusen acquisition
Two offers to purchase the parcel now exists. Appraiser is
reviewing property. Toby Whipple felt that the Board needed to
proceed with the Kurth Park original plan if the neighbors are
not intending to purchase. A timetable needs to be established
for Kurth action. The Kurth expansion is to be a December
agenda item.
DEPARTMENT REPORTS:
RECREATION
Program status
Gordy shared program information regarding the winter/spring
recreation book. Discussion followed on the Milwaukee Brewer
Youth Baseball Camp for Summer of 1997.

City/School District meetinq--pool rental fee
Gordy shared report information with the Board. Discussion followed on the report regarding the 5% increase annually.
Howard Schneider voiced concern regarding the increase, felt it should be at least half of that.
PARKS
Budqet(s) status
There is a projected increase of $1,000 of revenue from the Big
Muskego Lake launch site for next year. The Parks Department will construct a new box.
Denoon Park shelter
Pete met with the contractor. Contractor meeting with the
State and sub-contractors, seeking State approval. Pete felt
the weather may be a factor for finishing the project. He will
call Toby when he has drawings.
Police Department incident reports
Pete shared the police department reports with the Park Board
members. Incidents occurred at Denoon, Schmidt, and Mill
Valley.
NEW BUSINESS, OTHER BUSINESS
Subdivision plans from Plan Commission
In the matter of the Boldt Development (medical clinic on
Parkland and Janesville), Boldt has agreed to lay down a
sidewalk only on one side, and not the other side.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW:
Richard Manchester recommends that reorganization of the Parks
and Recreation Department be put on the December agenda under
Old Business for review. Richard Manchester questioned the
Mayor's motive for reorganization and why Council moved SO quickly to adopt the reorganization plan. Jerry Hulbert stated
that Council was more involved with the process than first
believed. Alderman Pat Patterson confirmed Council's
involvement. Richard Manchester questioned as to why the Park
Board wasn't requested to research the proposal and give a recommendation to Council. He questioned the function and
direction of the Park Board.
Moorland Road process will include a paved route off-road on the west side of the road. Two-year,projection for the project.

There being no further business, Richard Manchester moved to adjourn, Howard Schneider seconded. The motion carried, all
approved. The meeting adjourned at 7:45 p.m.

After an in~pection òf access .ite #~., tòdày it i. appàrent that .nowmobiles
are änd have been using the site. Damage hâs already resulted from this
travel and moAt will continue as the year progresses; consequently at this
tÍlTte it would be appropriate to gfänt the snowmobile club the permission
tò place a trail on the site with a few limitations.
1. Close trail entirely with a fence when trails are clòsed. This is to
minimiZE! thè erosion and misuse of the site by non-club members.
2. If mysèlf and the Parks Dept; have time to èonstruèt the sediment basin
and Géoweb path the trail will be closed until construction is complete.

Under no circumstances shall snowmobile traffic be allowed during this
time. We are not certain about the weather events of this season;
conse~t:tently this construction máy not occur this year; however the club
shıuld plan aèêordingly.
3. I have received måny complaints abòut tlii$ site ovc!r the èourse of the
summer and I am quite certain I will receive more if the construction
improvements do not occur shortly. If the improvements are not made
befıre spring I would reque.t that the lèètronauts take full ré.pon.ibility
fòr tlie reinstalling of the silt fence or hay flales on the property a. soon as
the snow melts or before the site becomes an erosion violation.
4. Relp by the snowmobile club in iñstâlling the Géowéb and a finical
contribution to purchasing crushed limestone to put In between the
Geoweb may help in getting this site restored to an aèèeptàble condition.
Previously it was assumed that the èity wòuld do the work on the site;
however, with the increasing amount of projects scheduled and the amount
of time available this was just nòt possible this season.

The following are comments sent along with survey regarding
the Business Park.
In 9 years we have lived here, we have seen Muskego go from a
nice small family orientated, low tax city to a greedy,
bloated, polluted, traffic filled overcrowed, mismanaged
hodgepodge urban blight! If I wanted to live in W. Milwaukee
I would have bought a home there. Please stop this insane
growth at any cost.
Strongly opposed! This is zoned residential land. If the
city has been working on this idea for 2 years, why wasn't
the public made aware? This side of town has too much
traffic now. At certain times of the day, it is almost
impossible to pullout into Janesville Rd from Martin Dr.
support the citizen group Preserve Muskego.

No, there is plenty of room west of Racine Ave. Ask anyone
in Golden Estates, how long it takes to get out of their
subdivision, now they are going to build Candlewick Creek,
more people, more traffic. We need a moratorium on building
as Wind Lake has.

When we purchased our house three years ago, I looked at the
future plans in this area. It was planned to be residential
and this is what we prefer.
Why have two industrial parks? Consolidate all in or near
the present industrial park and leave the Moorland Rd with
businesses on both sides.
I understand this industrial park location and working with
WISPARK has been in planning for a long time, and we the
residents of Muskego just found out about it.
Why not put the proposed park in this area and not destroy
all the beautiful woods.
Industrial park along proposed Moorland Rd will only cause
more traffic conjestion, noise, poorer air quality and also
I believe residents were told the Moorland extension would
remain zoned residential.
We will fight this industrial park all the way and move out
if it is built here.
We moved to Muskego from West Allis to get away from the
industry and the noise. We bought this home knowing that the
land behind us was zoned residential, not industrial.
How can you suggest that a industrial park may lower taxes,
what about the extra fire protection, police protection,
garbage pick-up, road maintenance, etc? Talk to people in
Greendale and Franklin and ask them how much a industrial
park has helped them, better yet, talk to the people in New
Berlin. Take a look at Westridge, who wants that? This
location is the worse suggestion yet.
Yes, but do not force the farmers to sell their land.
Expand present industrial park and keep it in the same area.
Having industry along Moorland Rd in N. B. looks like crap.
We are not in favor of the industrial park and we are still
against bring Moorland through at all.
If I wanted to live in a big city, I would have stayed in
Milwaukee County.
Should start with a narrow strip on each side of Moorland and
use that as a buffer for residential.
What would this bring in - revenue wise?
The rush to rezone without giving information to residents is
very unfair. Will out entrance to Muskego look like
Bluemound Rd or Hy 100? or as it should be, a welcoming city
of homes. Certainly the city and its residents need more
time to assess and review this, what is the rush?

Our existing business area looks like "heck". I think with
Milwaukee so close we do not need more industry in Muskego.
If industry helps reduce property taxes, why is Milwaukee
taxed so high with all its industry?
Lets keep Muskego different from other cities. We would
rather pay more money on taxes and build a new school then
save money and build a business park.
A business park brings lights, traffic, undesirables,
pollution, noise and the demise of a quiet community. The
availability of bringing Moorland Rd through is less
desirable when you consider the congestion it will create,
why are people creating a carnival atmosphere in a purely
farming and residential area.
Our number 1 concern is what is going to happen to our wells
and septic systems. Build it on By 36 where there aren't as
many homes and will have a 4 lane road. Former Mayor
Salentine allowed Plum Creek where the Industrial Park was to
be, now don't let our present Mayor get away with bad things
for the city. No houses should be built on less than a half
acre.

It's nice to come home at night and see green rather than
seeing buildings all day in downtown Milwaukee. I also have
concerns about the water supply, both quality and quantity,
noise pollution and future viability of the site. I lived in
West Milwaukee and experienced the tax burden when industry
move out.
I don't know where this is located. but we do need more
industry in Muskego.
Yes with a very tight architectural control. I don't want
our city looking like So Mil or Cudahy. I think it is an
absolute shame what New Berlin let happen to that beautiful
woods on the SE corner of their development, industrial
buildings don't belong in a woods.
We would prefer to leave as is, but if not, single family
housing would be better.
This is best left up to the people living in the area, but
personally, I think Muskego is small country living and nice
homes. The industrial park will take away from this image.
Yes, but without preserving the vistas that are left, will
lose half the charm of Muskego.

We are very upset about the Industrial Park in New Berlin,
especially the current building south of Small Road. This
new park would be a disaster. Please consider the ecological
affect this would have on the environment.
My business often involves me to do business in the N.B.
industrial park. The traffic and large semi's are
everywhere. Industrial parks create more traffic over the
years as these businesses grow. Will this area be able to

The following comments in regard to the Library.
Don't think we should invest in a public library in a
building on land not owned by the public.
Anything in Parkland mall would be an improvement.
Expand the present one as originally planned.
We do not feel that more Library space is needed.
As a constituent in your district, I'd like to encourage you
to improve our neighborhood by bringing the library to
Parkland Mall and having the Post Office there. This would
create an downtown for Muskego.
There is plenty of parking for the library if it is to be
relocated.
The library needs more space as does city hall. We believe
is a good idea to move the library to the center of town
provided the entire Parkland Mall building gets a face lift
and the parking lot is resurfaced.
This would make the library more accessible and families are
more likely to find if its located near a retail area and
also on a main street. Seems to be a more cost effective
alternative than the proposed 4 million plus. Do you realize
how many people don't even know we have a library?

Visitors to my home ask me if Parkland Mall is a warehouse.
This monster if an embarrassment to Muskego. Lets tear it
down and replace it with something reflective of our
community.
This sounds like a good use of the mall, especially if more
room needs to be made available at the city hall.
I would consider the opinions of the present anchor stores.
Don't locate the library on the prime piece of business
property in the city.
I feel it must be cost effective and parents must not use it
a daycare center.
Parkland Mall is a disgrace to the city. If private owners
can not improve it, then the city should. Thus, we feel the
city Library would be a magnificent idea.

The following comments are In regard to the Proposed Park on
College Avenue.
We definitely do not want the ice rink
Yes with a natural area for picnics and walking paths and
playground. We would like to see multiple baseball diamonds
and soccer fields and an access from Martin Road.
The traffic pattern should be carefully considered.
Please do not place a park so close to Muskego's best kept
secret, Idle Isle. A large parking area would only encourage
more people to launch boats on Little Muskegc which is
already overcrowded and often dangerous.
No, it would expand and improve parking for nearby Idle Isle.
I would approve of the Park if residents in that area have no
objections.
Yes if it includes a walking path.
Objections are night lighting, parking lot gatherings. noise
level, traffic, etc.
We are not in favor of any development which would bring
additional traffic to College Ave.

Yes, parks are always an asset to a community.
A park is more desirable than more houses, apartments or
another industrial park.
