PARKS AND RECREATION BOARD, CITY OF MUSKEGO
MONDAY, MAY 13 1996
The monthly meeting of the Parks and Recreation Board, City of
Muskego, was called to order at 6:05 p.m. by Chairperson Jerald
Hulbert.
PRESENT: Jerald Hulbert, Richard Manchester, Alderman Pat Patterson (arrival 7:00 p.m.), Howard Schneider, Ron
Stephens, Toby Whipple, Gordon L. Jacobson (Recreation Director) and Peter Theis (Parks Director)
Please note that Alderman Patterson has been appointed to serve
on the Board.
The Board members were in receipt of Adele Kehoe's resignation
notice to Mayor De Angelis. As of this date, the
Muskego/Norway School Board has not appointed a replacement.

Notice of the meeting was posted on May 9 in accordance with
the Open Meeting Law.
APPROVAL OF MINUTES:
A motion was made by Ron Stephens to approve the minutes of the
Informational Public Hearing on Kurth Park held on April 15,
1996, as mailed. Motion carried unanimously.
A motion was made by Richard Manchester to approve the minutes of the Board meeting held on Monday, April 15, 1996, as
mailed. Toby Whipple seconded. Motion carried unanimously.
PERSONAL APPEARANCES:
W.E.P.Co. riqht-of-way as snowmobile trail
The Muskego Icetronauts representatives were present to discuss with the Board the use of the W.E.P.Co. right-of-way as a
snowmobile trail. Richard Manchester moved to deny snowmobile access to W.E.P.Co. riqht-of-way. Ron Stephens seconded. Motion carried, with Alderman Patterson opposed.
Plum Creek subdivision playground equipment
Mr. Mark Waltz presented suggestions for the Plum Creek subdivision playground equipment. Richard Manchester moved to
accept equipment as donation from Plum Creek subdivision with site to be determineci by the Parks and Recreation Board.
Motion contingent on homeowners' action.

Howard Schneider seconded. Motion carried, with Toby Whipple
opposed.
Freedom Square
Mrs. Jill Fitzgerald informed the Board of the problems she is having with users of the Freedom Square park area: (1) no
parking lot--kids use Jill's parking lot, (2) boom boxes using Jill's electrical outlets, (3) garbage being thrown around,
loitering in Jill's facility, the kids.

Ron Stephens motioned to have temporary q and
siqnaqe at the park. Toby Whipple seconded. Motion carried,
with Richard Manchester opposed.
Idle Isle Concession Stand
Judi Grenz and George Kuzmin appeared before the Board relative
to the Idle Isle Concession Stand. The Kuzmins are proposing
to lease the facility. The Board discussed the following items
for the operation of the concession stand: (1) menu identical,
(2) volleyball policy same, (3) will sell bait separately from
food area, (4) Pete to patch/repair roof, (5) hours would
increase for operation within park hours. Ron Stephens made
motion, Howard Schneider seconded, that Kuzmins will assume
concession stand aqreement to be reviewed at June 10th Parks and Recreation Board meetinq; if restoration is completed early, okay to start. Motion carried, all approved.
WRITTEN CORRESPONDENCE:
Stop signs at entrance to Idle Isle Park
The Board were in receipt of a letter from Chief Johnson on the
Board's request to have stop signs at entrance to Idle Isle Park. The Board took no action.
Buoy issue
There was no correspondence made available.
OLD BUSINESS:
Idle Isle Concession.gtand lease aqreement
This item was discussed under Personal Appearances.
Kurth Park improvements/development
Pete reviewed with 'the Board members cost estimate information
for items specific to existing Kurth Park. These items
included (1) softball field renovation, (2) playground

equipment, (3) basketball court to be created on one-half of tennis court and (4) lighting pole to be addressed.
Denoon Park shelter
Toby Whipple shared specifications on the shelter with the
Board members. The members offered their suggestions and concerns regarding the shelter. Toby Whipple moved metal sable
panel, soffit facia, metal ceiling, solid timbers--not laminated timber, be added to the specifications as
alternates. Howard Schneider seconded. Motion carried, all in
favor.
DEPARTMENT REPORTS:
RECREATION
Proqram status
Gordy informed the Board that the recreation book has been
delivered. Program registration is currently being taken.
Gymnastic equipment/proqramat Bay'-ane School
Gordy reviewed equipment status and will bring back more
information next month.
PARKS
Idle Isle Park restoration
Pete reviewed with the Board the progress of the restoration at
Idle Isle Park. Ri&lard Manchester moved, Toby Whipple
seconded., to qive full authority to Pete to decide on opening
of Idle Isle Park. Notion carried, all in favor. --
Water Buqs' usaqe aqreement
Pete informed the Boa.rd that he was in receipt of the check
from the Water Bugs, current membership list, their certificate
of insurance, and the signed agreement. Ron Stephens moved to
approve the aqreement for Water BJqs Ski Team, Inc. usaqe of
Idle Isle Park. TobyLWhipple seconded. Motion carried, all in
favor.
Denoon path drainaqe- problem
The Board took no action on this item; will review boardwalk
proposal in June.
Mr. and Mrs. Hojnacki's concerns
Pete had contacted ~the department heads pertinent to specific
concerns.

Police reports
Two items on the police reports were the graffiti on the Schmidt Park structure and Mrs. Fitzgerald's concerns regarding
Freedom Square. The latter item was discussed under Personal
Appearance.
NEW BUSINESS, OTHER BUSINESS:
Subdivision plans from Plan Commission
In the matter of the Champions Village W.E.P.Co. access, Jerald
Hulbert shared information with the Board.
Soccer club tents at Denoon
The Muskego Kickers Soccer Club requested permission to have
tents at Denoon Park during their camps this summer. The total
cost of the tent rental, installation and removal will be
absorbed by the soccer club. The tent would be erected between
the parking lot and the soccer fields during the following
dates: June 10-15, July S-13, August 12-17. Howard Schneider
moved, Alderman Patterson seconded., to ailow tents. Motion

Parks and Recreation Board Elections
President
Ron Stephens moved to nominate Jerry Hulbert for President. Toby Whipple seconded. Motion carried. No other nominations. Ron Stephens so moveG[-to elect Jerry Hulbert for President.

Ron Stephens moved to nominate Toby Whipple for

ADJOURNMENT:
There being no further business, Richard Manchester moved to
adjourn, Howard Schneider seconded. The motion carried. The
meeting adjourned at 1O:OO p.m.
