PARKS AND RECREATION BOARD, CITY OF MUSKEGO
MONDAY, JULY 8, 1996
The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 6:00 p.m. by Chairperson Jerald
Hulbert.
PRESENT: Jerald Hulbert, Debbie Carlson, Richard Manchester,
Alderman Pat Patterson (arrival at 6:lO p.m.), Howard Schneider, Ron Stephens, Toby Whipple, Gordon L. Jacobson (Recreation Director) and Peter Theis (Parks
Director)
INTRODUCTION OF NEW BOARD MEMBER:
Chairman Hulbert introduced Debbie Carlson as the new Board
member. She will serve on the Board as the Muskego/Norway
School District representative, liaison to the school district,
the position vacated by Adele Kehoe.

Notice of the meeting was posted on July 3 in accordance with l the Open Meeting Law.
APPROVAL OF MINUTES:
A motion was made by Ron Stephens to approve the minutes of the
Board meeting held on Monday, June 10, 1996, as corrected. (Correction being that Ron Stephens made the motion to approve
the minutes of the May meeting.) Richard Manchester
seconded. Motion carried unanimously.
PERSONAL APPEARANCES:
Boat launch fees at public accesses #7, #9 and #15
Alderman Mark Suhr, Alderman Nancy Salentine, Alderman Don
Pionek joined the Parks and Recreation Board members at the
table to discuss the boat launch fees at the public accesses.
Chairman Hulbert gave a brief history regarding action for
launch fee site expansion. The range of parking at Idle Isle
is 17 minimum to 33 maximum. There are 21 parking sites
currently at Idle Isle. Alderman Salentine proposed closing
the three accesses completely by changing the sign to "fire/weed cutting concerns only." Limit the parking and
launching at these sites. Unlimited launching at Idle Isle
instead. Alderman Suhr stated launch fees included in Lake District fees a good idea. Alderman Pionek has seen parking up
to 15 trailers along Pleasant View Drive launching site. A
fire truck would find it difficult to get through. Chairman

Hulbert said that extra access launches were established for
back lot residents on the lake. Richard Manchester recalls that all programs should be self-sustaining as a mandate passed
down by Council a few years back. Alderman Salentine responded that fees are self-sustaining, but the lack of parking is the real problem. Howard Schneider stated there is no perfect solution, but thought launch boxes were a good idea, yet we
have not tested it. Discussion continued on parking on
Hillview Drive and on ownership of access lots around the
lake. Richard Manchester informed the members that Council gave responsibility to Park Board years ago for lake accesses.
Ron Stephens motioned that Lake District residents could use a weed cuttinq payment stub to launch for free, $5.00 fee for
non-district residents at access sites #I, #9 and #15 only,
continqent upon leqal and DNR (Wisconsin Department of Natural Resources) review. Toby Whipple seconded. Motion passed unanimously. Ron Stephens motioned, Howard Schneider seconded, that the Board's recommendation for "No Trailer Parkinq" signs
at affected areas to be sent to Public Services Committee and siqns be issued by the Mayor's office to be effective as soon
as possible placement of signs to be detrmined by the
recommendation of the alderman in the effected ward. Motion carried unanimously.
Muskeqo Historical Society plan review
Ken Pakulski shared the master plan of the Muskego Historical Society with the Park Board. One light pole north of barn area
with three-way lighting fixture would be proper illumination.
Jack Spoerl, who was in attendance for the Muskego Community
Festival issue, agreed that one light pole would be
acceptable. Concern was the shorter distance to run electrical from the Historical Society grounds than from festival
grounds. Toilet facilities, bike trail location, and parking
addressed. Howard Schneider had concerns regarding the parking lot to be held back 50' from wetland; (should be, but is not on
plan). Discussion followed. Howard Schneider motioned that the parking lot be relocated continc rent upon DNR (Wisconsin
Department of Natural Resources) approval 5C I' from wetland. Toby Whipple seconded. Motion passed unanimously.
Muskeqo Community Festival dates/site plan
Jack Spoerl reviewed the festival site plan with the Board
members. Entertainment will be very accessible without going through beer tents. Tents set up on Monday night, Tuesday at
latest. Lighting on path area whether temporary or permanent to be decided upon. Thought temporary lighting might be better due to uncertainty with library building location. Back area on grass (south side) (City Hall) for parking, weather
permitting. Ron Stephens motioned to approve proposal. Toby Whipple seconded. Motion carried unanimously.

Teen entertainment center development
Chuck Rekowski did research on teen interests. He would like
to establish a teen center with sporting event viewing,
dancing, and pool tables. He is generally seeking moral
support from the school district, police department, Parks and Recreation Board, the City and community organizations.
Water Buq Ski Team, Inc. lease aqreement
The fireworks display at Idle Isle Park was a success. The
club is requesting a yearly lease so they could solicit now for fireworks for next year. Toby Whipple motioned, Howard
Schneider seconded, to approve Thursday, July 3, 1997, for Water Buq Ski Team, Inc. to hold fireworks. Motion carried
unanimously. Howard Schneider motioned, Toby Whipple seconded, to extend summer schedule with same dates and times to be reviewed at October Board meetinq. Motion carried unanimously.
Idle Isle Concession Stand special event
Mark Kuzmin presented his request to conduct a special event at Idle Isle Park. He is proposing a pig roast, D. J., tent, beer
trailer. This event would accommodate from 200-300 people, and
be open to all. It would be a profitable event for the
concession stand. No action taken by the Board members.
WRITTEN CORRESPONDENCE:
The Board members reviewed the written request for refund of the season pass fee. Howard Schneider motioned, Richard
Manchester seconded, to deny request for refund. Motion
carried unanimously.
OLD BUSINESS:
Tower Gate
Pete reviewed with the Board members the past problems
experienced at Horn Park: (1) trespassing on property, (2) retrieving baseballs in yards, (3) dogs going through yards.
Alderman Patterson suggested fining supervisors of ball teams if infractions occur. More notice to visiting teams regarding
rules. Mr. Niezgoda, present in the audience, stated that fining would not work. Mrs. Heckert, also present, said that
she still accumulates baseballs in her yard. Mr. Niezgoda felt
that the wind is carrying balls into yards. He recommended an
extension of 5'-8' netting from the two tallest poles.
Further, he would like to get an expert in to review the area.
Felt that safety would improve and trespassing would diminished. Chairman Hulbert suggested three more signs on
fence stating "No Trespassing." Mr. Niezgoda stated the signs should be on front of dugouts. Chairman Hulbert said
information signs yes, but no "No Trespassing" signs. Jeanette read a statement regarding Horn Park problems. Ron Stephens

l motioned, Toby Whipple seconded, (1) to increase siqnaqe up to 6 "No Tres assin ," (2) also, create informational siqns for
duqouts, (3) to start budqet process for additional nettinq for
1997. Motion carried unanimously.
Dog access to Muskeqo Recreation Trail
Beverly Krawczyk, West Tower Drive, addressed the Board on the
request for dogs to be allowed to access Muskego Recreation
Trail from Tower Road utilizing Horn Park Drive. Joe Russel questioned why dog sign was put up on gate. Questioned why signs were not put up in other parks? Ed Niezgoda stated that
dogs defecate in the Horn Park playground area where tot programs are held. A sign should always be posted, otherwise,
a fine will not be issued. Howard Schneider motioned to deny
request. Ron Stephens seconded. Motion passed, with Alderman
Patterson and Mrs. Carlson opposed.
Thiesenhusen property acquisition
Pete reviewed with the Board members the agricultural impact
statement and relocation plan status.
DEPARTMENT REPORTS:
RECREATION l Summer program review
Gordy reviewed programs with the Board members. Toby Whipple
commented on the In-line Roller Hockey program. He felt that
8-year-olds should not be playing with 15-year-olds. Age groups should be established for the future. His
recommendation was to check out Hales Corners In-line Hockey
facility. Richard Manchester had concerns regarding liability
because of the facility. Staff will look at modifying Kurth
Park tennis court facility for next year.
Table-top scoreboards
Gordy presented to the Board members the cost of two table-top
scoreboards to be used for the basketball leagues. Toby Whipp le motioned to increase leaque fees to purchase two
scoreboards. Ron Stephens seconded. Motion carried
unanimously. Gordy will look into possible group purchase
with the Muskego Kickers.
PARKS
W.E.P.Co. lease aqreement/Horn Park entrance
l The Board members reviewed the amendment of the W.E.P.Co. (Wisconsin Electric Power Company) lease agreement which would
widen the Horn Park entrance from 30' to 53', thus allowing the

ability to develop a roadway shoulder for the purposes of increasing the parking capabilities. Richard Manchester
motioned, Howard Schneider seconded, to approve the amendment
of the W.E.P.Co. lease agreement for the Horn Park entrance.
Motion carried unanimously.
W.E.P.Co. lease aqreement/Hiqhway 36
Peter presented to the Board members a new lease agreement with
W.E.P.Co. along Highway 36 between North Cape Road and Muskego
Dam Drive similar to the present Muskego Recreation Trail. _ Ron
Stephens motioned, Toby Whipple seconded, to approve the new
W.E.P.Co. lease agreement. Motion carried unanimously. Pete
and Chairman Hulbert will review the area.
Fishinq restriction ordinance
Chairman Hulbert reported that he viewed "NO Fishing" signs on west side of Idle Isle, but residents were fishing across
channel. Alderman Patterson moved to remove the restrictive
"No Fishinq" sign on west side of Idle Isle. Toby Whipple
seconded. Motion carried unanimously.
Dog restriction ordinance
The Board members reviewed the dog restriction ordinance as it
relates to parks. Signage was felt to be important in all of
the parks.
Police Department reports
Pete reviewed the police incident reports with the Board
members.
June mowing report
Pete shared the June mowing report with the Board members.
Frequency is still under I days for the last 2 months with
pre-set goals being met.
Budget dates
Pete shared with the Board members the dates regarding the
budget process for 1997 budget.
Horses on Muskeqo Recreation Trail
Pete presented to the Board the request to allow horses on
recreation trail during Civil War Days. Richard Manchester
motioned to deny request. Howard Schneider seconded. Motion
carried unanimously.

NEW BUSINESS, OTHER BUSINESS:
Subdivision plans from Plan Commission
There were no plans presented for review.
Marland Meadows drainaqe problem
Pete presented to the Board members Mr. Doll's concerns on the Marlan Meadows drainage problem he's experiencinq. Richard
Manchester motioned, Ron-Stephens seconded, to refer the problem to Public Works Committee for review. Motion carried
unanimously.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW:
Park Tour
A tour of the parks will be set up in September.
Journal/Sentinel box at Idle Isle
A representative for the Journal/Sentinel approached Pete
regarding a newspaper dispenser to be set up at Idle Isle
Park. The City would retain 7-l/2 cents per paper.
Soda machines at Horn Field
A request was received to have soda machines at Horn Field. Could it be a revenue maker? Chairman Hulbert will investigate
the possibility.
ADJOURNMENT:
There being no further business, Richard Manchester moved to
adjourn, Toby Whipple seconded. The motion carried. The
meeting adjourned at 11:30 p.m.
