INFORMATIONAL PUBLIC HEARING
PARKS & RECREATION BOARD, CITY OF MUSKEGO
MONDAY, JANUARY 8, 1996
The informational public hearing to hear concerns and comments
on the Bluhm Farm Park/Tudor Oaks expansion held by the Parks
and Recreation Board, City of Muskego, was called to order at
6:00 p.m. by President Jerald Hulbert.
It was noted that the notice of this informational public
hearing was posted on January 6, 1996 in accordance with the
Open Meeting Law.
PRESENT: Jerald Hulbert, Richard Manchester, Howard Schneider
(late arrival), Ron Stephens, Ald. Mark Suhr, Gordon
L. Jacobson (Recreation Director) and Peter Theis
(Parks Director).
ABSENT: Adele Kehoe (excused), Toby Whipple (excused)

COMMENTS FROM THE PUBLIC:
Chairperson Hulbert presented background on the purpose for the proposed Bluhm Farm Park/Tudor Oaks expansion.
Mr. William Stathas (Fairfield Drive/Lake Lore subdivision)
expressed his opposition to filling in the land. He felt that
the park is a nice neighborhood park and doesn't need to be
expanded further. He also noted that dogs were not currently
allowed in Bluhm Farm Park now. Mayor De Angelis noted that any filling would require wetlands delineation, filing of a
drainage plan, and Army Corps of Engineer approval.
Mr. Rudolph Raab (Fairfield Court/Lake Lore subdivision)
indicated that more parking would be needed if project were to continue since the current parking lot was currently full
during certain events.
Mrs. Kathy Koski (Fairfield Drive) inquired why fields were
being placed on the property at the present point closest to
McShane. Chairperson Hulbert noted that placement of the fields was due to topography of the land with wet areas farther
south of McShane. Mrs. Koski also asked if this was a
neighborhood field or for the benefit of the community at
large. Chairperson Hulbert noted that the fields were, to some
extent, to be a substitute for facilities proposed at Kurth Park although the overall goal was to have soccer fields at sites throughout the City. Mrs. Koski inquired as to the potential for berming land along McShane Road for purpose of

noise control. Chairperson Hulbert noted problems becoming
raised for police patrol but indicated that the possibility of berming could be reviewed at a later date as the project
proceeds.
Randall Hojnacki inquired as to why his letter to the Mayor
hadn't been responded to. Chairperson Hulbert indicated that Mr. Hojnacki's letter was placed on the Board agenda for this
evening. Mr. Hojnacki also indicated that he felt the park was
suitable as it was and had reservations about its development. He also asked whether fencing would be used to keep balls from
entering McShane. Chairperson Hulbert indicated that this was
not a problem at Denoon.
Joann Reik (Courtland Lane) asked whether any soccer fields were currently lit. Chairperson Hulbert indicated there were
no lighted fields at present and no discussions regarding proposed soccer lighting had occurred. Mrs. Reik also
expressed concerns about noise and speakers.
Mayor De Angelis noted that dogs had not been allowed in City
parks for some time but thought that the Parks and Recreation
Board should look at the possibility of allowing access to the
walkway.
Randall Hojnacki asked whether there was a possibility of placing a connection between Cheviot Drive and the trail.
Mr. William Stathas noted problems with parking on both sides
of McShane and the heavy traffic on McShane. Alderman
Rasmussen will place the no parking issue on the Public Safety
agenda.
Alderman Rasmussen indicated there was a significant demand for soccer facilities from Lake Brittany and his own subdivision.
He also reminded those parents that there were several steps that needed to be taken, including the obtaining of necessary
permits, drainage concerns, obtaining a lease, etc.
Chairperson Hulbert asked about the timeline for the Tudor Oaks project, Mayor De Angelis noted that wetlands delineation
could not occur until April at the earliest, with survey work
to follow. He anticipated that in a best case scenario an
agreement could be reached in mid-summer.
Chairperson Hulbert adjourned the hearing at 7:00 p.m.

The soccer field would be a weicomed additicn to ou neighborhood
provided a set of criteria, which I'll mention later, ar? met. But
first, we'd like tc relate to you the reasons these item are necessary.
Tiiese issues we are concerned about have tc do with safety, possible
hazardous and illegal dumping, huntins, snowmobiling, etc.

ad at times annoying traffic closer to our house. There couid be more
park damage that coul occur wit. i an increase of snow-mobile traffic,
that's not monitored and coatzined legally.
Hunting
I frequently jog down the electric company's bike path on the south size
of Bltim Farm Park. i%y family also uses the trail/path for walking ad
5ike riding, which is the intended purpose of the path. But one only has
to walk down the path to notice the spent shotgun shells and cartridges.
Several times, while joggins through the park and Fast it, people were
sbcoting guns a few yards frcm ne. It's scary, beckuse these Feople
didn't even know I anti others vere in the park or they didn't care. Z

within a hundred feet of Tudcr Oaks and our hcuse.
AC night in the fall, one can see people in trucks with spot lights

Xv neichbors have passed young teenagers on the bike path carrying 1~25 _ -

Hazardous, Illegal Dumping
Xe've zotlced, when first moving to Muskego ic 1077, tbac there are 015
zesty czns exposed in tbe field. These csns appare-cly were dumped wic:1
the fill, that was usei as a kase for the Tudor Ozks garzges and
extended into the prcG0se-i gkyvlng field. ?fy feelizg 1s that these czzs
sbculd be investigate5 to see whether they were e.Tcy, half full or
ccmplettly full when dumped. It should also be dete-smined, what they .

Safety
- To resolve the saf ety issues more traffic will kricc, we'd like a
gravel path ?xnnir.g along the south side of McShane Road frcm Chelriot
road down to Freedom Road. This would allcw local residents to
safely enjoy a s~urmer's evenins -waik and allow access to the bike
path without having to ride/walk on McShane Road and through the
dangerous ' S ' curve _
- McStane Road should be straightened out as ori&ially planned by the
city.
- The police should patrol the area more often, especially during games
and observe the parents racing out of the parking lots after games.
- McShane Road should have stop signs installed at the intersections of
Cheviot Road, Fairfield Road and Freedom Road to slow down the
through traffic and stop McShane from being used as a short-cut.
- There should be 'no parking or stepping siFs' pcsted on the crest of
the hill by the pavilion. I've seen several near accidents, &e tc
geme parti cipants parking their vehicles on the crest. Cars , coming from the west aad east could not see each t~r.ex until it was
almost to late.
Hunting & Snovnmbilinq
- Post large signs, that no hunting and snowmobiiizc are allowed in
the woods in Bluhm Farm Park. There should be many signs a& they
shculd be clearly visible, so no excuse can be ma;, by the violator

- The illegal dming and cans in the fill area shculd be investigated
to detel?nize , wbezhsr any hazardous material has seeped into the
ground.
