PARKS AND RECREATION BOARD, CITY OF MUSKEGO
MONDAY, FEBRUARY 12, 1996
The monthly meeting of the Parks and Recreation Board, City of Muskego, was called to order at 6:00 p.m. by Chairperson Jerald
Hulbert.
PRESENT: Jerald Hulbert, Adele Kehoe, Richard Manchester,
Howard Schneider, Ron Stephens, Alderman Mark Suhr,
Toby Whipple, Gordon L. Jacobson (Recreation
Director) and Peter Theis (Parks Director)

APPROVAL OF MINUTES:
A motion was made by Ron Stephens to approve the minutes of the
Informational Public Hearing held on Monday, January 8, 1996 ,
as mailed. Richard Manchester seconded. Motion carried.
A motion was made by Alderman Mark Suhr to approve the minutes
of the Board meeting held on Monday, January 8, 1996, as
mailed. Howard Schneider seconded. Motion carried.
PERSONAL APPEARANCES:
Ridqes subdivision park access
Mike Schober presented concepts for access to the City's 27
acres by the Ridges subdivision. Any decision regarding
proposed access was deferred until March, 1996, Parks and Recreation Board meeting.
Jewel Crest dredqinq project, Access Sites 2, 3 and Idle Isle
Mark Paulat wanted to make the Board aware of the current
condition of these access sites (2 and 3) prior to the start of
the dredging projects. Mark expressed interest in having these
access sites improved with proper riprap and possible
vegetation screening. Alderman Mark Suhr moved that we
at - ,rk Paulet do whatever is necessary to maintain the water
level on Little Muskeqo Lake at -3'-0 below normal level. Alderman Mark Suhr seconded. Motion carried unanimously.

Multi-purpose facility concept
Bob Simandl and Fred Washa presented concept of a civic center
for the City of Muskego to be funded privately and built in phases. Phase I would probably be an ice rink, gym (multi-use
room). Future phases would include a theater, indoor swimming
pool, library, and outdoor athletic fields. Waukesha County is considering Muskego as a possible site for ice rink. The
county would put in 2/3's of the cost if Muskego can fund l/3. Area high schools and youth hockey associations have expressed
an interest in helping raise funds. Estimated cost for the ice
rink portion $2-$3 million. Ron Stephens moved that we support
the concept of an ice rink/civic center for the community of
Muskeqo. Toby Whipple seconded. Jerry Hulbert called
question. Motion carried with Richard Manchester votinq
aqainst.
Thiesenhusen property
Dan Stetler lives on the piece of property surrounded by the proposed park on the Thiesenhusen property. Mr. Stetler
presented a list of concerns:
"Purpose--As a property owner, anytime there is a proposed
project on adjacent land, we want to be informed and involved
in the process. As we understand that this park will surround
our property on 3 sides and therefore, it will have a definite
financial impact on our property.

Traffic increase on College Avenue--Road Improvement--
Widening
High Activity Facility--Noise, Night Use--Lighting
Preservation of hardwoods and spring feed creek in property
directly behind our property.
Proximity of park buildings/field to our property line.
Location of parking lot and drives--within view of our
house.
Safety concerns--crime or problem with teenagers loitering.
Neighborhood opinion. Has anyone else expressed concern?"

WRITTEN CORRESPONDENCE:
Appraisal for Thiesenhusen property
The Board members reviewed the appraisal of $180,000 for the
46+ acres ($3,896.95/acre). Appraisal was done by a certified DNR (Wisconsin Department of Natural Resources) appraiser.
Adele Kehoe moved the appraisal be approved and moved for the Council to neqotiate purchase. Seconded by Ron Stephens. Motion carried unanimously.
OLD BUSINESS:
Field Usaqe/Muskeqo Kickers Soccer
Howard Schneider moved that the Board waive usaqe fees for the
Muskego Kickers Soccer Club. Ron Stephens seconded. Motion
carried. Toby Whipple abstained.
Kurth Park Improvements
Alderman Mark Suhr presented to the Board members the four
responses he received from Kurth Park area residents. responses filed with the minutes.) Survey questions: I STY you currently use Kurth Park? How often? (2) What facilitits
at Kurth Park do you use? (3) What facilities would you like
to see? (4) How far from Kurth Park do you live? (street name) (5) How would you rate the current condition and the
facilities?
Denoon Park shelter
No report.
DEPARTMENT REPORTS:
RECREATION
Summer recreation proqram facilities update
Muskego High School pool will not be available for the summer of 1996 due to asbestos abatement program at the school. Irene
Schuder presented possible alternate sites for swimming
program. These sites included Whitnall High School, Muskego
County Park, Hales Corners Pool, Idle Isle Park, Apartment
Complex on Pioneer Drive, Fountainwood Pool and Village Club.
New programs
Family photo workshop and career analysis are new programs
being considered.

PARKS
Lannon Drive bike path
Public Works Committee has appropriated additional funds for
some road/shoulder work, which would be done in conjunction with the pedestrian/bike path. Peter Theis indicated the Parks and Recreation Board budget for path portion is okay.
Lawn mowing proposals
Peter presented the following proposals for the lawn mowing
with a frequency 24-26 cut schedule: Mick's Lawn Maintenance ($22,100), The Bruce Company ($30,000), Kujawa Enterprises
($29,688-$32,162), David J. Frank Landscaping ($36,032, based
on 19 cuts), Eric the Tree M.D. ($60,375), Central Services
($76,975). Adele Kehoe moved that the Board accept the low bid
(Mick's Lawn Maintenance). Alderman Mark Suhr seconded.
Motion carried unanimously.
Idle Isle season pass and daily launch
Peter presented new annual launch pass sticker system. Howard
Schneider moved that second annual launch pass to the same
party be sold at half price if purchased at the same time as
the first pass. Adele Kehoe seconded. Motion carried. Ron
Stephens opposed.
1996 concession stand lease aqreement
Ron Stephens moved that the Board advertise for interested parties to run Idle Isle Concession Stand with the ad cost not to exceed $15. Seconded by Richard Manchester. Motion carried

Incident reports involvinq police department
Peter reported graffiti at Idle Isle and Lake Access #7. A
door was smashed in at Kurth Park building, a mirror broken.
NEW BUSINESS, OTHER BUSINESS:
Subdivision plans from Plan Commission
There were no plans for the Board to review.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW:
The Board members reviewed the ice rink data and decided not to extend skating season.

ADJOURNMENT:
There being no further business, Richard Manchester moved to
adjourn, Adele Kehoe seconded. The motion carried. The meeting adjourned at 9:35 p.m.
