MONDAY, APRIL 15, 1996
The monthly meeting of the Parks and Recreation Board, City of Muskeao. was called to order at 6:00 p.m. by Chairperson Jerald
Hulbe;t:
PRESENT: Jerald Hulbert, Adele Kehoe, Richard Manchester,
Howard Schneider, Ron Stephens, Alderman Mark Suhr,
Toby Whipple, Gordon L. Jacobson (Recreation Director) and Peter Theis (Parks Director)

Notice of the meeting was posted on April 11 in accordance with
the Open Meeting Law.
APPROVAL OF MINUTES:
A motion was made by Ron Stephens to approve

A motion was made by Howard Schneider to approve the minutes of
the Board meeting held on Monday, March 11, 1996, as mailed. Toby Whipple seconded. Motion carried.
PERSONAL APPEARANCES:
Holz Island
Cheryl Fries appeared before the Board to express her concerns.
Muskeqo Historical Society's store proposal
Mr. Ken Pakulski of the Muskego Historical Society presented
their design of the store building to be erected on the Old
Settlement Centre site. He also stated the Society needs a
boundry line survey. Further, the Boy Scouts and the Society
want to remove one-half acre of noxious weeds. This would be a pilot project. Adele Kehoe moved, Howard Schneider seconded,
to accept in concept the desiqn of the buildinq plan 'for the store building. Motion carried.
Plum Creek subdivision playqround equipment
Mr. Mark Waltz informed the Board members of the difficulty in
siting the area for the playground equipment. Also, property owners had concerns regarding the park area. Alderman Mark Suhr moved, Howard Schneider seconded., to defer action until
the May Board meeting. Motion carried.

Jewel Crest, Access Sites #2 and #3 and Idle Isle dredqinq
Mr. Mark Paulat updated the Board members on the status of the
dredging projects. He further made recommendations to the
Board on improvements to the area. Howard Schneider moved, Ron
Stephens seconded., to have Mark come up with a plan for the Idle Isle shoreline. Motion carried. Alderman Mark Suhr
moved, Ron Stephens seconded., to authorize Pete to close Idle
Isle park for public use until the next Board meeting, May 13. Motion carried.
WRITTEN CORRESPONDENCE:
Indoor ice rink
The Park Board acknowledged receiving the petition regarding
the building of an indoor ice rink.
Muskeqo Recreation Trail clean up
Alderman Suhr shared with the Board members the request he
received from a constituent proposing to clean up the Muskego Recreation Trail. It was discussed by the Board members. As
in the past, the Parks Department will aid the project in
providing trash bags, etc.
OLD BUSINESS:
Bluhm Farm Park/Tudor Oaks expansion/Hojnacki concerns
The Board reviewed again the concerns expressed by Mr. and Mrs.
Hojnacki. Pete will check the signage. Pete will direct other
concerns to the proper committees.
Water Buq Ski Team, Inc. 1996 Lease Agreement
The Board reviewed the proposed 1996 lease agreement and
correspondence from the Water Bug Ski Team. Howard Schneider
moved, Adele Kehoe seconded, to allow May and June dates with
practices on Mondays and Tuesdays, and shows on Wednesdays,
throuqh the first week of July. The Board will review the
aqreement at the July 8 meetinq. Motion carried.
Idle Isle 1996 concession stand aqreement
Aldermen Suhr moved to defer action until the May Board meetinq. Richard Manchester seconded. Motion carried.
"No Wake" policy at Idle Isle Park
The Board members reviewed the decision of the Public Safety Committee regarding placement of "No Wake Buoys" and payment. Ron Stephens moved to approve, Adele Kehoe seconded. Motion
carried with 3 yeas and 1 nay.

DEPARTMENT REPORTS:
RECREATION
Proqram status
Gordy reviewed winter class numbers with the Board members.
Gymnastic equipment/proqram at Bay Lane School
Gordy described the problem with the gymnastic equipment at the
Bay Lane facility. Gordy will discuss with Gary Rosploch at
the school district and bring back more information at the May 13 Board meeting.
PARKS
Idle Isle Park, Lake Access Parcels #2 and #3
One Board member expressed concern about the intersection of
Hardtke Drive and Muskego Drive not having stop signs. Motion
was made by Adele Kehoe, seconded by Howard Schneider, to send
a request to Chief Johnson and to put stop siqns at Hardtke
Drive entrance to Idle Isle Park. Motion carried, 3-l.
Seasonal staff update
Pete informed the Board members that some of the summer seasonal positions have been filled, but other positions
including the baseball maintenance workers remain vacant.
Baseball maintenance fee schedule
The Board members reviewed the baseball/softball maintenance
fee schedule for the 1996 season. Howard Schneider moved to
wrove, Toby Whipple seconded. Motion carried.
D.N.R. qrant application
Pete discussed status of grant application and D.N.R.'s project
rating system.
Soccer field at Schmidt Park
Request was granted to have neighbors paint a soccer field within the area.
Lannon Drive bike path costs
Ruekert Mielke revised costs were reviewed. Project portion
regarding park funds increased $10,868.

NEW BUSINESS, OTHER BUSINESS:
Subdivision plans from Plan Commission
In the matter of subdivision plans from the Plan Commission,
there were none presented for review.
W.E.P.Co. riqht-of-way
The Board were in receipt of a proposal to use the W.E.P.Co. right-of-way as a snowmobile trail. Toby Whipple moved,
Alderman Mark Suhr, to defer until the May meetinq. Motion carried.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED BY LAW:
There was none.
ADJOURNMENT:
There being no further business, Richard Manchester moved to
adjourn, Toby Whipple seconded. The motion carried. The
meeting adjourned.
