PRB041596minutesMINUTES INFORMATIONAL PUBLIC HEARING PARKS & RECREATION BOARD, CITY OF MUSKEGO MONDAY, APRIL 15, 1996 The informational public hearing to hear concerns and comments on the current condition and status of Kurth Park held by the Parks and Recreation Board, City of Muskego, was called to order at 6:00 p.m. by President Jerald Hulbert. It was noted that the notice of this informational public hearing was posted on April 11, 1996 in accordance with the Open Meeting Law. PRESENT: Jerald Hulbert, Adele Kehoe, Richard Manchester, Howard Schneider, Ron Stephens, Ald. Mark Suhr, Toby Whipple, Gordon L. Jacobson (Recreation Director) and Peter Theis (Parks Director). GUESTS: See attached list. Chairperson Hulbert, Peter Theis, and Mayor De Angelis presented background on the status of the alternative park sites at Tudor Oaks and the Thiesenhusen properties. Mayor De Angelis noted that discussions on the lease agreemnt at Tudor Oaks were continuing and that wetlands dilineations were pending. Negotiations on the Thiesenhusen property were in abeyance pending completion of a relocation plan and an agricultural impact statement. Peter Theis further noted that the City had applied for a $90,000 DNR grant. Alderman Suhr asked for a clarification from Peter Theis as to what plans were made for the replacement of Kurth Park's playground equipment. It was noted that $15,000 was allocated for a new playground structure, out of a total of $95,000 in Park Dedication funds allocated for Kurth Park. COMMENTS FROM THE PUBLIC: Richard Krawczyk (Belmont Drive) asked what was being done about parking along Belmont drive. It was noted that parking had improved along Belmont Drive since the addition of parking spaces. Daniel Schepp (Catalina Drive) expressed oppostion to a park expansion, citing additional traffic volume and safety issues. Alderman Sanders noted the importance of retaining the land along the creek as a natural area rather than transferring it to private ownership. Arlene Zurowski (Hidden Creek Court) noted that the only access to the park was intended to be at Belmont Drive or along Woods Road and expressed opposition to soccer fields, favoring a natural park setting. Pete noted that it was contingent upon Park Board approval and whether the work was to be done in-house or on a contractual basis. Alderman Suhr expressed a desire to have at least some of the upgrades at Kurth Park proceed in a timely fashion, noting citizen feedback regarding the poor condition of playground equipment. Richard Krawczyk (Belmont Drive) expressed concerns about park usage late at night and noise issues. At 6:40 p.m. Chairperson Hulbert declared the public hearing closed. The Board recessed until 7:00 p.m., prior to beginning their regular meeting.
