PRB091495minutesMINUTES PARKS & RECREATION BOARD, CITY OF MUSKEGO THURSDAY, SEPTEMBER 14, 1995 This meeting (to continue with the agenda items from the September 11 meeting) of the Parks and Recreation Board, City of Muskego, was called to order at 6:05 p.m. by President Jerald Hulbert. It was noted that this meeting was posted on September 12, 1995, in accordance with the Open Meeting Law. PRESENT: Jerald Hulbert, Howard Schneider, Toby Whipple, Ron Stephens, Ald. Mark Suhr, Adele Kehoe, and Peter Theis (Parks Director). ABSENT: Richard Manchester (excused) GUESTS: Alderman Rasmussen, Alderman Misko DEPARTMENT REPORTS: Parks Operating Budget Pete had presented the Board with three optional operating budgets; option 1 budgeted for increased contractual services, option 2 budgeted for limited contractual services, and option 3 budgeted for retaining City-provided services. The Board members went over in detail the pros and cons of contracted services for snowplowing and lawn mowing and mechanical maintenance. (Toby Whipple departed at 7:45 p.m.) (Alderman Mark Suhr left for Public Welfare Committee meeting at 8:00 p.m.) After detailed discussion on the budgets, Ron Stephens moved, Adele Kehoe seconded, to adopt a budget containing the optional proposals with the deletion of the snowplowing part. This would allow for all areas to be mowed at least once per week. Motion passed, 4-O. Capital Budget Remaining Board members reviewed with Peter the items on the capital budget along with the five-year plan. Ron Stephens moved, Jerry Hulbert seconded, to take-out aerator from 1996 Capital Budget unless an alternative method can be achieved. Tie vote on the motion 2-2, item stays in. Adele Kehoe moved, Howard Schneider seconded, to approve Capital Budget as amended and concept of 1997-2000. Motion passed, 4-O. ADJOURNMENT: Noting that Adele Kehoe needed to be excused from the meeting, Chairman Hulbert called for an adjournment while a quorum was present. Other items on the agenda would be deferred until the next Board meeting. Howard Schneider moved, Adele Kehoe seconded, to adjourn the meeting. Motion passed, 4-O.
