PARKS 6 RECREATION BOARD, CITY OF MUSKEGO
MONDAY, AUGUST 14, 1995
The monthly meeting of Muskego, was called to
Hulbert.

order at 6:05 p.m. by President Jerald
It was noted that this meeting was posted on August 10, 1995,
in accordance with the Open Meeting Law.
PRESENT: Jerald Hulbert, Howard Schneider, Toby Whipple, Ron
Stephens, Ald. Mark Suhr, Adele Kehoe Gordon L.
Jacobson (Recreation Director) and Peter Theis (Parks
Director).
ABSENT: Richard Manchester (excused)
GUESTS: (see attached list)
APPROVAL OF MINUTES: A motion was made by Ron Stephens to
approve the minutes of the Monday, July 10, meeting, as
mailed. Howard Schneider seconded. The motion carried.
PERSONAL APPEARANCES:
Jewei Crest dredqinq, City Access #2 and #3
Mr. Jeff Musialowski presented the proposed dredging project
plans (plans filed with the official minutes) for the Jewel
Creek Channel including Idle Isle Park and public accesses #2
and #3. Jeff represents homeowners along proposed dredging
area. Homeowners are looking for the City to budget and pay
$45,000 of this proposed project. Jerry Hulbert indicated that
these funds would probably come from the Parks Dedication
account, if it proceeds. We currently have no money that is
not labeled for something else available. Howard Schneider
moved to defer to September meeting. Alderman Mark Suhr
seconded. Motion carried.
WRITTEN CORRESPONDENCE:
Lake access report from Watershed Administrator
Mr. Mark Paulat, the Watershed Administrator, had prepared a
draft report on the lake accesses. This was reviewed by the
Board members.

OLD BUSINESS:
Safety issues on Little Muskeqo Lake
14, 1995 -
Citizens in attendance mentioned their concerns regarding the
activity by boaters and jet ski users on Little Muskego Lake. It was mentioned that the Board's authority does not extend beyond the water's edge. After discussion, Ron Stephens moved
that the Parks and Recreation Board recommends to the Public
Safety Committee to increase the hours of enforcement on the City lakes. The motion was seconded by Howard Schneider. Motion carried.
Lannon Drive walk path
Pete presented to the Board members the "draft" of Ruekert-Mielke's layout for the Lannon Drive walk path. No
action taken by the Board.
Kurth Park alternatives
This item was deferred to the Closed Session.
Denoon Park shelter review
The Parks Director presented to the Board members the plans and
photos of a proposed shelter for Denoon Park. Ron Stephens
moved that Pete work with the Building Department to develop specifications for competitive bids on a post-frame shelter.
Toby Whipple seconded. Motion carried.
DEPARTMENT REPORTS:
RECREATION
Proqram status
Gordon presented a program update. There was discussion
regarding having an evaluation form for parents to evaluate
programs upon completion.
Budqet review of salaries and overtime
Gordon presented memo to Jean Marenda regarding salaries budget
for '96.
PARKS
Kurth Park parkinq lot expansion
The Board members reviewed the quotes submitted for the Kurth Park parking lot expansion. The quotes were based on footage.
Toby Whipple moved that the Board accept Merit Asphalt, Inc.
bid to expand the Kurth Park parking lot by approximately 10

l stalls, and that the basketball standard be moved to the west
end of the expanded lot. Ron Stephens seconded. Motion
carried.
Budqet review of salaries and overtime
Pete presented preliminary budget ideas for 1996 pay rates.
The Board discussed various staffing options.
Idle Isle buildinq usaqe arranqements
Pete presented to the Board the possibility of changing storage arrangements at Idle Isle. There should be closer control of
storage arrangements. There have been some "lost" items from
storage areas this summer. Pete recommended setting up written
storage agreements with organizations using the building.
Muskeqo Recreation Trail (Woods-Biq Bend)
W.E.P.Co. (Wisconsin Electric Power Company) approved trail with some conditions. The next step is to brush the trail area
out. Pete's department does not have personnel to do it now.
Howard Scheider moved to allow Al Spitzner to organize a group to brush out the trail area contingent on W.E.P.Co.'s
approval. Alderman Mark Suhr seconded. Motion carried.
m Parks projects prioritv ranking list
Pete presented the Board members with a list of parks
projects. Pete would like the Board members to complete parks
project priority list to help him determine priorities.
CLOSED SESSION:
At 10.08 p.m., Toby Whipple moved, Alderman Mark Suhr seconded,
to go into closed session pursuant to Section 19.85 (1) (e),
deliberating or negotiating the purchasing of public
properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining
reasons require a closed session, more specifically the potential parkland sites, including cost of the same and
stategy concerning said possible acquisitions. Upon a roll
call vote with all members in attendance voting yea, the motion
carried.
Toby Whipple moved, Alderman Mark Suhr seconded, to resume to
Open Session at 11:00 p.m. to continue with agenda items. Upon
a roll call vote with all members in attendance voting yea, the
motion carried.

In the matter of the Champions Village final plat, the Board directed possible trail connections. No other action taken.
Candlewood Creek (revised preliminary plat)
In the matter of the Candlewood Creek revised preliminary plat,
the Board reviewed pedestrian path layouts.
Deer creek detention pond
This item was removed from the agenda.
Amendinq "A Park and Open Space Plan for the City of Muskeqo
No action taken.
COMMUNICATIONS AND MISCELLANEOUS BUSINESS AS AUTHORIZED LAW: .
Muskeqo Recreation Trail extension
Jerald Hulbert informed the Board members that he had been in
contact with Waukesha County regarding extension of the Muskego
Recreation Trail Durham Drive to Racine County. Pete and he
l will attend a meeting to further discuss this with Waukesha
County.
Aqenda
Alderman Mark Suhr mentioned that Alderman Rasmussen would like
to receive the agenda on paper sized S-1/2" x 11" for filing purposes.

There being no further business, Alderman Suhr moved to adjourn. Howard Schneider seconded. Motion carried. Meeting
adjourned at 11:42 p.m.

JEWEL CREST DREDGING PROJECT
A meeting was held on 7/10/95 - 7:00 pm at Larry Schneiders. Present were:
Jeff Musialowski, Jack & Helen Keel, Bob Riddle, Bill Nienow, Mike Morack,
Roy & Pat Knickelbine, Larry & Jo Schneider, and Hank & Janie Jankowski
Lois Jakubowski was unable to attend this meeting and gave me her consent to count her
in for the finances we were discussing toward the dredging project.
The main topic for the meeting was “How much would the dredging project cost each
property owner and who else could help support/contribute to this project??” Jeff
explained the proposal from Krause Excavating to dredge Jewel Crest Bay starting with
Park 2 by Larry Schneider and ending with Bob & Kay Riddle’s property. The dredging
cost was given as $200,000. This did not include any tipping fees. So it was estimated
the project could cost about $225,000. This was considerably lower than Frank Kurka’s
project, so we felt it was a good estimate and within our reach to proceed with the
project. Property owners could be looking at about $300 extra if they want or have to put
down pea gravel after the dredging is done.
Elsie Hanson was not present at this meeting and expressed some strong concerns that she
couldn’t afford to participate in the expenses. We felt maybe her son, James Hanson
would be able to financially help her out with
a&
r portion of the dredging cost. He will be
contacted for his support. This money is t eductible and a very worthy cause for
improvement to homeowner’s property on the lake. There was also discussion that we
may be able to put this dredging fee on the tax roll to help homeowners extend the length
of time they need to pay their share of the dredging cost.
Jeff dropped off the dredging permit application at the DNR last week and we will
anxiously be waiting for approval. Jeff also contacted Wil Vidal to get our dredging
project on the agenda for the next lake district meeting. We all need to be at the next lake
district meeting to show our concern and support for this project. There is strong belief
that the DNR will not be willing to let us draw the lake down after next year.
